Mobius is seeking Intermediate and Senior Systems Engineers with program acquisition support experience for the National Reconnaissance Office's (NRO) Ground Enterprise Directorate (GED) Integrated System Program Office (ISPO). These Systems Engineering positions will be supporting the mission management and data exploitation for Overhead Persistent Infra-Red (OPIR) systems and architecture development and program acquisition support for future OPIR systems. Utilize your expertise in the sensors and ground systems domain to support technology development and future systems acquisition to keep the National Reconnaissance Office at the forefront of modern capabilities.

Successful candidates will leverage their experience in space systems/sensors related systems engineering, architecture trade studies, and requirements development to support the NRO GED's initiatives and the commensurate acquisition activities necessary for the NRO to realize those objectives. Ideal candidates will have a background that includes understanding of OPIR system ground architectures as well as exposure to OPIR phenomenology, characteristics, designs, commanding systems, and data processing algorithms. Additional preferred experience includes support for acquisition of systems over the complete end-to-end life cycle.

Duties of a Senior Engineer may include:
  • Support trade study & analysis for ground architecture & CONOP development and data flow descriptions
  • Support the development, maintenance, management, and implementation of ground architectures utilizing cloud environments
  • Support development of technical and programmatic requirements documents
  • Support Program Office staff (COTRs, GPOCs, SETAs, etc.) and Contracts staff (Contracting Officers, Contract Specialists, etc.) to develop acquisition strategies and documentation.
  • Support new prototype acquisition planning, solicitation, evaluation, award and execution for Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, Task Orders, (TOs), Broad Agency Announcements (BAAs), Contract Research and Development Agreements (CRADAs), Interagency Agreements (IAs), as well as alternative contracting approaches such as Other Transaction Agreements (OTAs) and Commercial purchases.
  • Support the development of Market Research Reports, Study Plans, Statements of Work (SOW), Acquisition Strategy Council (ASC) briefings, Contract Data Requirements Lists (CDRL), In Scope Determinations, and proposal evaluation criteria
  • Support all aspects of contract competition to include pre-award activities, source selections, and post award.

Qualifications
  • Expertise and experience with the IC acquisition cycle, requirements processes, budgetary practices, and acquisition documentation.
  • 7+ years of government contracting / acquisition experience, DAWIA Certification in Contracting or equivalent.
  • Experience with traditional/non-FAR acquisition vehicles a plus (IDIQ, BAA, OTA, etc.)
  • Demonstrated ability to work in a fast paced, dynamic and agile environment.
  • Demonstrated ability to work in cross-functional teams.
  • Exceptional communication and coordination skills.
  • Effective interpersonal skills.

Education

  • Bachelors and 10 years or more experience; Masters and 5 years or more experience Relevant experience to be substituted in lieu of degree.

Clearance
  • Active Top Secret with SCI eligibility
  • Willingness to take a Counter-Intelligence Polygraph

Colorado Pay Range

$125,000-$160,000 USD
