Job Title: CAPPS Financials Purchasing Functional Consultant- 10+ yrs Exp

Location: Austin, Texas (Remote)

We are currently seeking candidates who meet the following qualification

  • Extensive knowledge of State of Texas policies, standards, and regulatory requirements governing enterprise procurement and financial management systems.
  • Advanced technical expertise with PeopleSoft Application Designer, Integration Broker, SQR, SQL, BI Publisher, SAP BusinessObjects, and related tools supporting PeopleSoft FSCM 9.2 environments.
  • Extensive experience configuring, administering, and enhancing PeopleSoft FSCM Purchasing (PO) and Contracts modules within the CAPPS Financials environment.
  • Strong functional expertise in Purchasing, Requisitions, Purchase Orders, Receiving, Strategic Sourcing, Contract Management, Inventory, Vendor Management, and Procurement Lifecycle processes.
  • Proven experience configuring Purchasing Business Units, Procurement Options, PO Defaults, Requisitions, Vendor Setup, Item Categories, Purchasing Attributes, Approval Workflow Engine (AWE), ChartFields, Commitment Control, and CAPPS System Codes.
  • Hands-on experience supporting integrations between Purchasing, Accounts Payable, Inventory, eProcurement, Contracts, Receiving, USAS, TINS, and other statewide systems.
  • Extensive experience performing functional configuration, system maintenance, production support, issue resolution, and change management for enterprise PeopleSoft applications.
  • Strong experience monitoring and supporting PeopleSoft batch processing (Run My Jobs/RMJ), including job scheduling, execution monitoring, dependency management, performance tuning, output validation, and issue resolution.
  • Extensive knowledge of PeopleSoft security administration, NIST security standards, State of Texas multi-tenancy requirements, and enterprise security best practices.
  • Experience planning, implementing, and maintaining IT security controls to safeguard enterprise financial and procurement systems.
  • Strong knowledge of PeopleSoft Update Manager (PUM), Change Assistant, Fluid User Interface, Elasticsearch/Search Framework, lifecycle management, selective adoption, and data migration processes.
  • Proven experience gathering business requirements, preparing Functional Design Documents (FDDs), conducting functional analysis, and implementing delivered PeopleSoft features such as Page and Field Configurator, Drop Zones, Event Mapping, and Page Composer.
  • Extensive experience supporting the CAPPS Financials Purchasing (PO) module and enterprise procurement processes within PeopleSoft FSCM 9.2.
  • Demonstrated experience supporting Texas public sector agencies, including large statewide environments serving 30 or more agencies.
  • Proven ability to develop strategic roadmaps, lead cross-functional initiatives, and coordinate enterprise procurement and financial system enhancements.
  • Experience managing functional project activities supporting the Texas CPA CAPPS Program, including module implementations, upgrades, enhancements, and fiscal year-end initiatives.
  • Hands-on experience providing Tier 2 Service Desk support, troubleshooting complex production issues, coordinating with Managed Services Tier 3 teams, and maintaining detailed incident documentation.
  • Experience supporting Major Incident Management (MIM) processes for Priority 1 (P1) and Priority 2 (P2) incidents.
  • Experience participating in Disaster Recovery planning, upgrade testing, regression testing, and business continuity activities.
  • Proven experience coordinating Fiscal Year-End processing, including planning, scheduling, reconciliations, system configuration, communication, and verification activities.
  • Strong understanding of legacy State of Texas financial systems, including USAS, TINS, SPA, and their integration with CAPPS.
  • Experience preparing executive-level presentations, audit documentation, compliance reports, and supporting audit and open records requests.
  • Demonstrated ability to interpret contractual requirements, support procurement governance, and ensure vendor compliance with contractual obligations.
  • Experience developing user documentation, delivering end-user training, mentoring junior analysts, and providing functional leadership across business and technical teams.
  • Knowledge of WCAG 2.1 accessibility standards with experience creating and maintaining accessible digital content and application documentation.
  • Working knowledge of Information Technology Infrastructure Library (ITIL) principles, including IT Service Management (ITSM) and IT Asset Management (ITAM).
  • Excellent analytical, problem-solving, communication, stakeholder management, and cross-functional collaboration skills.
  • Ability to work independently under minimal supervision while managing multiple priorities in a complex enterprise environment.
Preferred Qualifications
  • Extensive experience supporting the Asset Management (AM) module in PeopleSoft FSCM 9.2.
  • Extensive experience supporting the General Ledger (GL) module in PeopleSoft FSCM 9.2.
  • Extensive experience supporting the Accounts Payable (AP) module in PeopleSoft FSCM 9.2.
  • Extensive experience supporting the Inventory module in PeopleSoft FSCM 9.2.
  • Experience supporting the Accounts Receivable/Billing module in PeopleSoft FSCM 9.2.
  • Experience supporting the Project Costing module in PeopleSoft FSCM 9.2.
  • Experience supporting the Strategic Sourcing module in PeopleSoft FSCM 9.2.
  • Experience supporting the Travel & Expense module in PeopleSoft FSCM 9.2.
