We are looking for a Data Analyst for the Data & Analytics Division of the Cost Control and Quality Improvement Office (CCQI)!
The purpose of CCQI's Data and Analytics Division is to create and disseminate business intelligence and analytic insights for HCPF. The Division's analysis is to support data driven policy decisions, to support and inform HCPF's executive funding requests, to share with contractors, to enable the performance of vital business functions, and to create and support required federal reports. In addition, the Division's analyzes data for Medicaid and other health programs administered by HCPF, including inpatient and outpatient hospital, medical services, supplies and durable medical equipment, transportation, pharmacy, long term services and supports, dental, client eligibility and behavioral health and other subject areas. Data analysis is performed for the preparation of decision items, fiscal notes, and analysis of ongoing trends in the Medicaid program.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Description of Job
What You'll Be Doing as Data Analyst:
  • Under supervision, operates as a data analyst and performs duties such as data querying and analysis and statistical analysis.
  • Utilizes business intelligence software such as COGNOS or TOAD for Data Analysts to write complex queries to extract data from relational databases.
  • Writes complex coding to manipulate data to provide actionable information to answer very specific questions around the operations and evaluation of the Colorado Medicaid program.
  • Summarizes the data into understandable reports and communicates findings to internal and external customers.
  • Performs work for any unit within the Department but will be specifically supporting the HCPF Office of Community Living (OCL) as part of an agreement with the Federal DOJ.
  • Supports Departmental efforts to divert members away from long term facility admission using predictive analytics and risk assessment.

Minimum Qualifications:
There are two ways to qualify for this position:

Option 1:

Experience Only:

Four (4) total years of professional experience in data analysis, business analytics, health program evaluation, or another field related to the work assignment.
Option 2:

Education and Experience:

A combination of related education and/or relevant experience in data analysis, business analytics, health program evaluation, or related field equal to four (4) years.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
  • An associates will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications
  • Previous relevant professional state experience
  • Professional experience:
    • Coding in SQL or R to query large databases
    • Working as a data analyst in a healthcare-related field
    • Using statistical methods to analyze data and evaluate program impact
    • Using Tableau for creative and innovative data visualization

Definition of Professional Experience: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
Conditions of Employment
  • All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
