our client seeks a Contractor Special Security Officer to lead SAP and SCI security operations, facility accreditation, and personnel access management. The role requires mastery of SAP and SCI directives, including DoDM 5205.07 and relevant ICDs, with continuous coordination across government oversight entities. The CSSO will manage SCIFs and SAPFs, enforce compliant procedures, and maintain mission readiness through inspections, training, and documentation.

This is a full-time, permanent opportunity, offering a competitive salary and comprehensive benefits package. Qualified applicants must be willing and able to work on a w2 basis.

Responsibilities:
  • Directs all SCI/SAP security operations and develops, implements, and maintains SAP security policies and procedures in accordance with the DoDM 5205.07 series and controlling directives.
  • Manages the lifecycle of SCIFs/SAPFs including accreditation, modification, and continuous monitoring, and maintains accreditation bodies of evidence such as FFCs, TEMPEST Checklists, and Compartmented Area Checklists, as well as CUAs and other directed documentation.
  • Oversees the SCI/SAP personnel security process, including Program Access Requests, SCI nominations, indoctrinations, debriefings, and personnel file accuracy.
  • Implements and manages systems for accountability, control, transmission, and destruction of all SCI/SAP information and materials.
  • Collaborates with information security and cybersecurity teams to ensure systems within SCIF/SAPF comply with SAP/SCI and applicable DISA network owner requirements.
  • Conducts SAP/SCI security training for assigned personnel and visitors, including host training as required.
  • Leads internal self-inspections and serves as primary point of contact for external government compliance inspections to ensure continuous readiness.
  • Serves as primary interface with SAPMOs, SSOs, PSOs, SAPCOs, GSSOs, and other program security personnel to maintain communication and collaboration.
  • Interfaces with the Site Lead and Program Manager to communicate SAP/SCI facility, network, and security issues, and provides schedules and updates to maintain compliance and manage upgrades or modifications.
  • Applies knowledge of DCSA NISPOM requirements as applicable.
  • Performs other assigned security duties.

Experience Requirements:
  • Minimum 10 to 15 years of experience in the DoD Security Enterprise, including at least 7 to 10 years managing SAP and SCI programs.
  • Active Top Secret clearance with a current background investigation; SCI eligibility and current or prior SAP access.
  • Expert understanding of DoDM 5205.07 series, ICDs 704 and 705, and relevant DoD Component SAP and SCI policies.
  • Demonstrated ability to develop, implement, and enforce SAP/SCI security policies and procedures.
  • Experience managing SCIF/SAPF accreditation, modifications, continuous monitoring, and required documentation.
  • Proven capability to manage personnel security processes including PARs, nominations, indoctrinations, and debriefings.
  • Ability to coordinate with cybersecurity teams to align systems with SAP/SCI and DISA requirements.
  • Experience conducting SAP/SCI security training and preparing for government inspections.
  • Self-starter with problem-solving ability and minimal supervision requirements, with strong written and verbal communication skills and team collaboration.
  • Knowledge of DCSA NISPOM requirements (preferred).

Education Requirements:
  • Bachelor's degree desired.
  • Completion of advanced SAP security training such as SAPPC and SPSC desired.
