Virginia Dept of Health (VDH) is seeking an Oracle and APEX developer to modernize financial system.

Job Responsibilities

• Develop and maintain web-based enterprise applications using Oracle 11g/12c/18c, SQL, and PL/SQL, ensuring high performance, scalability, and secure database operations.
• Designed and implemented interactive user interfaces using HTML, JavaScript, jQuery, and Oracle APEX, delivering robust and responsive web applications.
• Analyzed business requirements and conducted feasibility studies to create functional specifications, data models, and system designs for complex application development projects.
• Managed software development lifecycle (SDLC) activities including coding, testing, deployment, and change management while utilizing Git-based CI/CD pipelines for version control and automated releases.
• Performed troubleshooting, performance tuning, and impact analysis for system upgrades and environment changes, while supporting multiple concurrent projects and ensuring timely delivery of high-quality solutions.

Required skills and experience

• Professional experience working with Web based applications using Oracle as a backend is required.
• In-depth knowledge of Oracle Database, SQL, PL/SQL, HTML, Javascript/Jquery required.

Strong background and work experience in developing true web applications are necessary.
• Knowledge in software development and installation, change management, Git CI/CD pipeline and testing.
• Strong designing, development, and troubleshooting skills required.
• Good oral and written communication skills.
• Ability to work on multiple projects/issues simultaneously.
• Must have the ability to assess the impact of software upgrades and other environmental changes.
• Seven or more years of work experience is required in
  • Oracle 11g/12c/18c Database
  • SQL, PL/SQL programming
  • Experience in conducting feasibility studies; analyzing new requirements; preparing functional and system specifications for application programmers
  • Developing data models and system designs
  • Developing complex program codes, testing application and evaluating results for accuracy, timelines and integrative features
  • Preparing documentation; implementing and supporting data processing systems.
