THIS IS A T32 EXCEPTED SERVICE, INDEFINITE/PERMANENT/TEMPORARY POSITION NOT TO EXCEED 1 YEAR.Indefinite Positions: Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered.Temporary Positions: Selectee may be non-competitively extended up to 4 years if/when funding becomes available in accordance with CNG FPH 001.The primary purpose of the FINANCIAL SERVICES TECHNICIAN (ACCELERATED HIRE), GS-0503-8, is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services. Incumbent uses complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.

Conditions of employmentCALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position.

AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment.
AREA II= Current California National Guard members.
AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Army or Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment).
Military Grades: E-1 through E-6 or Enlisted Eligible.
- May be required to successfully complete a one or two year trial period.
- Must wear appropriate military uniform including required grooming standards.
- Must maintain a compatible military unit, grade and job assignment as required by current directives.
- Participation in direct deposit is mandatory.
- Must maintain appropriate level of security clearance.
THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
QualificationsGeneral Experience: Possess experience providing analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services and a complete understanding of inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.
FINANCIAL SERVICES TECHNICIAN (ACCELERATED HIRE), GS-0503-8: Musthave at least one year of specialized experience, equivalent to at least the GS-07 level, in: providing analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial management services and accounting functions; Experience with inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records; Experience reconstructing inaccurate accounts, gathering and organizing information for inquires, and resolving problems; Experience suggesting specific changes to the guidelines and development of control mechanisms; Experience in fact-finding and investigative techniques that identify, analyze and recommend solutions regarding fiscal accounting activity.

EducationN/AAdditional informationAs a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veteran's preference. Trial periods for federal excepted service employees are established under 5 CFR Chapter I, Subchapter A-Part 11.
