Summary

Job Summary / Overview

The Health and Human Services Commission (HHSC) is seeking an experienced Business Analyst 3 to support enterprise application initiatives. The candidate will review, analyze, and evaluate business systems and user needs while collaborating with business stakeholders and IT teams to deliver effective technology solutions.

Required Qualifications

  • Minimum 8+ years of experience in business analysis.

  • Strong knowledge of business analysis methodologies.

  • Experience working with Software Development Life Cycle (SDLC).

  • Experience participating in solution design discussions and software development reviews.

  • Experience supporting unit testing, system testing, and UAT.

  • Strong communication, analytical, and organizational skills.

  • Experience working as a liaison between business and IT teams.

Preferred / Additional Skills

  • Experience implementing case management systems.

  • Experience using Jira or similar project management tools.

  • Experience working in large enterprise or government environments.

  • Data analysis and reporting tools experience.

Key Responsibilities

  • Review and analyze business systems and user requirements.

  • Gather and document business and functional requirements.

  • Translate business needs into system specifications.

  • Conduct business process analysis and process mapping.

  • Prepare solution options, risk analysis, and cost-benefit analysis.

  • Support system testing and user acceptance testing (UAT).

  • Develop documentation such as user stories and functional specs.

  • Act as a liaison between business stakeholders and IT teams.
