Position Overview
The Program Manager will provide leadership and oversight for data modernization initiatives within a public sector environment. This role is responsible for planning, coordinating, organizing, and evaluating the development and implementation of large-scale data and IT modernization projects.
The selected candidate will lead efforts to improve data quality standards, governance, and operational processes, while supporting modernization of legacy systems using FHIR standards and API integrations.
Key Responsibilities
- Lead the planning, execution, and oversight of multiple data and IT modernization projects.
- Develop and implement data quality policies, procedures, and governance frameworks.
- Align program goals, objectives, and scope with organizational strategic priorities.
- Manage and prioritize a portfolio of multiple concurrent projects.
- Allocate resources effectively to ensure achievable and realistic project schedules.
- Identify risks and develop mitigation strategies to ensure successful delivery.
- Provide regular status reporting and executive-level communications.
- Facilitate meetings, coordinate cross-functional teams, and ensure stakeholder engagement.
- Implement project management best practices and standards.
- Create and maintain program documentation, including governance and operational procedures.
- Support legacy system modernization efforts utilizing FHIR standards.
- Oversee API implementation and integration initiatives.
- Drive business process improvement and performance optimization initiatives.
Minimum Qualifications
- Bachelor s degree in Business Management, Public Health Administration, or a related field

10+ years of relevant professional experience
OR
An equivalent combination of education and experience. - Certified Project Management Professional (PMP) Certification required.
- Minimum 5 years of experience managing a portfolio of at least 7 projects.
- 5+ years of experience managing IT projects.
- 5+ years of experience documenting IT systems, governance documentation, and standard operating procedures.
- 3+ years of experience in business process improvement and performance/business analysis.
- Experience implementing FHIR standards.
- Experience implementing APIs (Application Programming Interfaces).
- Knowledge of public health data environments.
Highly Desired Qualifications
- Experience working in a State Government environment supporting IT systems.
- Experience with RFP/RFI analysis and response development.
- Experience modernizing legacy systems in regulated environments.
