The Software Developer provides technical programming, automation, and data management support to the NAVSEA PMS 339 Surface Training Systems Program Office.

This role focuses on software scripting, database development, and data analytics that improve program workflows and support engineering, logistics, and program management operations. The position supports development of digital tools, automated reporting processes, and integrated technical data products used to manage Navy training systems and associated program documentation.

As a Software Developer supporting PMS 339, your work will help streamline the technical and financial processes that support the development and delivery of Navy surface training systems. By building automation tools, improving data workflows, and supporting program reporting, you will help ensure the Navy's training programs remain efficient, data-driven, and mission ready. Your work will contribute directly to the Surface Training Advanced Virtual Environment (STAVE) and Ready Relevant Learning (RRL) initiatives that modernize how Sailors are trained across the fleet. Simply put: your code and data tools help deliver the training that prepares Sailors to operate and fight the Navy's most advanced ships and systems.

Responsibilities:

Data Automation & Process Improvement
  • Develop and implement automation scripts and digital workflows that improve program data processing and reporting.
  • Use Python and other programming tools to streamline technical and financial processes supporting PMS 339 operations.
  • Improve data accuracy and efficiency by automating repetitive program management and reporting tasks.

Data Analytics & Reporting
  • Analyze program, logistics, and technical data to support decision-making within the PMS 339 program office.
  • Develop dashboards, reports, and visualization tools using Power BI and Microsoft Office tools.
  • Support preparation of program briefings, reports, and analytical products used in program reviews and stakeholder engagements.

Database Development & Technical Data Integration
  • Develop and maintain logistics databases and technical data repositories used to support training system programs.
  • Integrate data from multiple sources to support engineering analysis, documentation development, and program reporting.
  • Ensure data structures and systems support long-term lifecycle management of training programs.

Program Documentation Support
  • Support preparation and integration of technical documentation, program support packages, and engineering data products.
  • Maintain digital records, databases, and document repositories aligned with NAVSEA program office requirements.
  • Assist with technical documentation supporting engineering, logistics, and training program operations.

Collaboration & Program Office Support
  • Work with program managers, engineers, analysts, and logistics specialists to support digital and analytical requirements.
  • Participate in program office initiatives that require data integration, technical analysis, or automated reporting tools.
  • Support development of program briefings, presentations, and digital data products used by PMS 339 leadership.

Work Environment
  • Contractor / Alternate Worksite in the Washington DC / VA / MD region
  • Potential for remote or hybrid work arrangements depending on program requirement
  • Work directly supporting training modernization initiatives for the U.S. Navy

Required Qualifications

  • Bachelor's Degree in Computer Science, Engineering, or related technical discipline
    OR 7+ years relevant professional experience
  • 3+ years professional programming or technical data management experience
  • Proficiency with:
    • Microsoft Office Suite
    • Power BI
    • Python scripting
  • Ability to obtain Interim Secret Security Clearance; eligible for Secret Clearance

Desired Qualifications

  • Experience with additional programming languages such as:
    • C / C#
    • Java
    • SQL
  • Database development and data architecture experience
  • Experience supporting Navy or DoD technical programs
  • Familiarity with logistics systems or technical data integration

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
