IT Business Analyst

We are seeking a Senior IT Business Analyst to serve as the primary Subject Matter Expert (SME) for the KOALA application at the Georgia Department of Early Care and Learning (DECAL). This position acts as the bridge between Child Care Services (CCS), Legal/CRC units, application development teams, and external vendors. The role is responsible for eliciting detailed business requirements, writing technical documentation, designing wireframes, managing Azure DevOps workflows, authoring SQL queries for data requests, and executing User Acceptance Testing (UAT).

Key Responsibilities

• SME & Functional Governance: Serve as the core SME for the KOALA application, ensuring functional specifications align with state early care regulations and agency operational needs.
• Requirements & Documentation: Elicit, analyze, and document comprehensive business/technical requirements, functional specifications, system flowcharts, and wireframes.
• Testing & Quality Assurance: Develop test strategies and test cases, execute User Acceptance Testing (UAT), analyze defect reports, and validate data outputs.
• DevOps & Technical Analysis: Utilize Azure DevOps to manage backlogs/user stories and execute SQL scripts to fulfill ad-hoc data requests and system audits.
• Stakeholder Collaboration: Partner with Child Care Services (CCS), Legal/CRC teams, developers, and third-party vendors across full SDLC project lifecycles.
• Training & End-User Support: Create end-user documentation, training materials, workflows, and visual guides for state staff and external partners.

Required Skills & Qualifications

• SDLC & Business Analysis: Proven experience leading requirements gathering, process mapping, and system analysis for complex enterprise software projects.
• Technical Toolset: Proficiency with Microsoft Office Suite, Balsamiq (mockups/wireframing), Azure DevOps (backlog/testing management), and basic-to-intermediate SQL scripting.
• Communication & Synthesis: Superior written and verbal communication skills with a strong command of technical documentation standards and grammar.
• Data & Logical Reasoning: Ability to independently analyze complex data sets, perform subjective evaluative reasoning, and resolve application defects.

Preferred Qualifications

• Education & Experience: Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field with 10+ years of progressive IT Business Analysis experience.
• Domain Expertise: Prior experience working with state early childhood systems, human services software, or public sector regulatory/licensing applications.
