Location: 50 Wolf Road, Albany, NY 12233 (Region 1)
Telecommute Policy: 100% Onsite for the first 90 days. After 90 days, 50% hybrid is permitted (minimum 2 days onsite per week).
Target Start Date: September 10, 2026
Engagement Duration: 24 Months
Schedule: Full-Time (Monday–Friday, 8:00 AM – 5:00 PM EST)

Role Overview The Expert Project Manager will oversee and coordinate multiple related IT and Operational Technology (OT) projects within the DOT TSMO Technology Program. This role is responsible for driving portfolio execution, bridging IT systems with field OT systems (e.g., traffic signals, control systems, sensors), ensuring cybersecurity integration, and navigating safety-critical transportation technologies.

Key Responsibilities

Project Strategy & Execution: Define project scope, deliverables, Work Breakdown Structure (WBS), risk management strategies, resource allocation, and budget forecasts.
IT/OT Integration: Facilitate integration between IT systems (data management, analytics) and OT systems while enforcing cybersecurity principles across both domains.
Stakeholder & Vendor Oversight: Manage cross-functional teams (IT staff, OT engineers, software developers, vendors, and transportation agency leads), drive conflict resolution, and maintain regular status reporting.
Data Management & Operations: Oversee TSMO data collection, analytics, performance monitoring, and system deployment readiness.
Knowledge Transfer: Document processes and transition knowledge to state staff and consultants throughout the engagement.

Mandatory & Requested Qualifications

Experience Level: Expert (84+ months of experience providing guidance to large teams).
Program & Project Management: 84+ months in program/project planning and execution with changing requirements.
IT/OT Integration: 84+ months managing integrated IT and OT projects (preferably in the transportation sector) with cross-functional teams.
Transportation Systems: 72+ months managing projects specific to transportation operations, traffic management, and Intelligent Transportation Systems (ITS).
Stakeholder Management: 72+ months leading stakeholder engagement plans, documentation, conflict resolution, and executive reporting.
Performance Measurement & Process Improvement: 60+ months in performance reporting, process evaluation, and post-project lessons learned.
Infrastructure & Cybersecurity: 48+ months in IT infrastructure and OT systems, including cybersecurity principles.
Mandatory Credentials: Must hold a Bachelor''s Degree (Computer Science, IT, or related field) AND an active PMP Certification.

Compliance & Security Requirements

Clearance: Mandatory ITS Security Agreements and Fingerprint-based Background Check.
Training: Required completion of all NYS Office of Employee Relations (OER) annual mandated courses.
