Position details
Job Summary:
We are looking for a Integrated Eligibility Developer with 4–6 years of hands-on Java/J2EE enterprise application experience. In this role, you will design, develop, and maintain applications that enable government agencies to efficiently manage citizen benefits and eligibility determinations. You will work across the full software development lifecycle — from requirements gathering and technical design through development, testing, and post-launch support — collaborating closely with functional, QA, UI/UX, and infrastructure teams.

    • Ability to translate policy and program logic into technical requirements and
Technical Experience o 6–8 years of hands-on experience with Java/J2EE, Spring Boot, Spring Batch, Hibernate, and related frameworks.
    • Proficient in front-end development using JavaScript, CSS, JSPs, and modern frameworks (React, Angular, or Bootstrap) to build responsive UIs supporting eligibility workflows and case management applications.
    • Proven experience building or supporting integrated eligibility systems (Medicaid, SNAP, TANF, or comparable).
    • Proficient in web services (REST, SOAP), XML/JSON processing, and relational databases (Oracle, SQL Server, PostgreSQL).
    • Skilled in interface and data exchange design using Java/J2EE and REST services — including defining data mappings, control points and error handling for inbound/outbound integrations.
    • Experience with enterprise application servers, specifically IBM WebSphere Application Server (WAS).
    • Solid fundamentals on data structures, APIs, debugging, version control, system design concepts (scalability, reliability, security, integrations).
    • Hands-on experience with eligibility rules engines, including configuration, rule authoring, and integration with case management workflows.
    • Proficiency with Oracle Policy Automation (OPA): building and maintaining decision services, rule models, and workflows for eligibility determination logic.
    • Experience with batch processing frameworks (Spring Batch) and secure data exchange protocols.
Key Responsibilities:
 
Requirements & Design
    • Collaborate with functional analysts to translate functional requirements into technical solutions aligned with IE regulations and program policy.
    • Contribute to application design decisions and implementation standards.
Application Development & Maintenance
    • Build, enhance, and maintain Java/J2EE-based applications for integrated eligibility platforms (Medicaid & MSP programs).
    • Implement and extend business process workflows for eligibility determination, enrollment, renewals, case communications, and notices.
    • Work within an existing enterprise technology environment encompassing EJB, IBM WebSphere Application Server (WAS), IBM ACE, and Spring Batch.
    • Support phased migration and coexistence of legacy and modernized components throughout system transition.
Interface & Data Exchange Design Support
    • Support the definition of inbound and outbound data exchanges using Java/J2EE and REST services, including triggers, timing, data elements, and processing logic. o Review and validate data mappings, business rules, and control points to ensure alignment with policy intent and operational needs.
    • Assist in defining frameworks, error handling strategies, and exception scenarios to support operational continuity.
    • Participate in walkthroughs and design reviews to confirm end-to-end data flow accuracy across integrated systems.
Testing & Quality Assurance
    • Create and execute unit and integration tests.
    • Troubleshoot UI, integration, and environment issues across development, QA, and higher environments.
Documentation & Collaboration
    • Document processes, business rules, configuration changes, and technical design artifacts.
    • Collaborate across cross-functional teams including functional liaisons, external vendors, development, technology and QA.
    • Communicate clearly — written and verbal — with high attention to detail across technical and non-technical stakeholders.
