Job Overview

We are seeking an experienced Senior IDMS Database Administrator (IDMS DBA) to support a large, high-profile modernization initiative for the State of South Carolina Department of Health and Human Services (SCDHHS). This role requires a highly skilled IDMS professional with extensive experience administering enterprise IDMS databases in IBM z/OS mainframe environments.

The ideal candidate is a self-driven, collaborative professional who thrives in complex, fast-paced environments and can work effectively with minimal supervision. You will partner with application development teams, infrastructure teams, and database administrators to ensure the stability, performance, and security of mission-critical databases supporting healthcare applications.

Key Responsibilities
Provide hands-on administration, monitoring, and performance tuning of CA IDMS databases in IBM z/OS environments.
Manage and support development, test, staging, and production IDMS databases.
Monitor database performance, analyze metrics, identify bottlenecks, and implement performance improvements.
Configure, deploy, and maintain IDMS database environments following industry best practices.
Collaborate with application development teams to support database design, enhancements, and troubleshooting.
Support IDMS SQL implementation, relational database models, and SQL-based access to native IDMS databases.
Administer IDMS security, including ADS/O application structures, IDD, and relational database objects.
Develop and maintain database operational procedures and documentation.
Provide recommendations for database architecture, performance optimization, and capacity planning.
Coordinate with vendors, state agencies, and cross-functional technical teams.
Participate in a 24x7 on-call support rotation.
Support production incidents and perform root cause analysis.
Perform additional database administration duties as assigned.

Required Qualifications
Bachelor's degree in Computer Science, Information Technology, Business, or a related field (or equivalent experience).
15+ years of experience administering CA IDMS databases in IBM z/OS mainframe environments.
10+ years of experience with IDMS SQL Option, including relational database deployment and SQL-based database support.
15+ years of experience implementing and managing IDMS Security, including ADS/O, IDD, and relational database security.
15+ years of experience developing applications using COBOL and ADS/O with native and SQL-based IDMS databases.
12+ years of experience with IBM High Level Assembler on z/OS.
10+ years of experience using IDMS Perfmon for monitoring, reporting, and performance analysis.
Strong understanding of enterprise database administration and performance optimization.
Experience with project planning, effort estimation, and technical resource planning.
Excellent verbal and written communication skills.
Ability to work independently and collaboratively within cross-functional teams.
Preferred Qualifications
RACF security administration experience.
Application Change Management experience.
Healthcare IT experience.
Medicaid Management Information System (MMIS) experience.
Medicaid Operations experience.
Experience managing PHI/PII-sensitive environments.
Public Sector or Government project experience.
Master's degree is a plus.
