Position Overview

We are seeking an advanced Technical Writer to support the planning, development, and ongoing operations of a Comprehensive Child Welfare Information System (CCWIS). This role is critical in ensuring compliance with federal regulations and guidance issued by the Administration for Children and Families (ACF) and the Children's Bureau.

The successful candidate will collaborate with project managers, business analysts, and system architects to produce high-quality documentation required for federal approval, system implementation, and operational support.

Key Responsibilities

• Federal Compliance: Develop and maintain federally required documentation (IAPDs, OAPDs, and APD updates) to secure and maintain system funding.
• System Documentation: Document modular design, system architecture, and technical implementation to meet CCWIS regulations (45 CFR 1355 and 1356).
• Data Quality Planning: Maintain the CCWIS Data Quality Plan, including data governance structures, validation rules, and alignment with federal reporting (AFCARS, NCANDS, NYTD).
• Operational Support: Create deployment guides, disaster recovery documentation, and standard operating procedures (SOPs) for case management workflows.
• User Resources: Develop training materials, user guides, job aids, and online help content for end-users.
• Stakeholder Liaison: Translate complex technical concepts into clear narratives for federal reviews, audit inquiries, and oversight bodies.

Required Skills & Experience

• Education: Bachelor's degree in Business, Information Systems, or a related field.
• Software Documentation: 5+ years of experience analyzing, documenting, and implementing software solutions in a technical environment.
• Cloud/SaaS: 3+ years of experience with cloud technologies, SaaS solutions, and data analysis.
• Writing Excellence: 5+ years of exceptional writing, editing, and proofreading skills with a keen eye for detail.
• Project Delivery: Proven ability to work independently and collaboratively to produce high-quality deliverables under tight deadlines.

Preferred Qualifications

• Direct experience within Child Welfare or Human Services domains.
• Experience implementing hosted web applications in the public sector (Social Services, Emergency Services, etc.).
• Background in Change Management.
