This strategic, delivery-focused role offers a unique opportunity to drive national security outcomes by establishing agile execution frameworks within the USSS Office of the Chief Information Officer and supporting operationalization of the USSS AI Team.

As the Agile Specialist, you'll transform technology and AI initiative execution by supporting the AI-PMO through establishing repeatable agile frameworks for AI project management, facilitating iterative delivery practices, and ensuring AI projects progress efficiently through structured planning, sequencing, and execution. You'll coach AI Team members and cross-functional teams through adaptive planning, sprint execution, and continuous improvement while developing comprehensive project delivery playbooks enabling consistent, high-quality delivery aligned with CIO priorities. Working hands-on with AI Team members, technical experts, business stakeholders, and enterprise leadership, you'll facilitate AI initiative portfolio management, develop standardized agile templates and ceremonies, and build organizational agile maturity. This role requires deep delivery expertise combined with coaching ability and adaptive leadership to cultivate collaborative culture, iterative thinking, and continuous learning mindsets for a program of national importance.

Responsibilities:
  • Support the AI Program Management Office (AI-PMO) by establishing and facilitating agile delivery frameworks for managing AI initiative planning, sequencing, execution, portfolio management, structured intake, prioritization, and alignment with CIO priorities and enterprise governance
  • Apply Agile practices to AI initiatives, facilitating iterative planning, backlog management, sprint execution, prioritization, and continuous feedback loops tailored to AI development lifecycles; establish team structures enabling progression from use-case identification through deployment and adoption
  • Support AI-PMO coordination of schedules, risks, dependencies, and reporting across AI initiatives through agile tracking mechanisms and transparency tools
  • Facilitate Agile ceremonies (sprint planning, daily stand-ups, sprint reviews, retrospectives, backlog refinement) and remove impediments blocking AI Team and cross-functional team progress
  • Provide Agile coaching and mentoring to AI Team members, technical experts, stakeholders, and leadership on agile principles, practices, and AI-specific delivery considerations; build organizational Agile maturity through capability assessments and support for transition from waterfall to iterative delivery
  • Lead development of Agile Delivery Playbooks providing standardized, repeatable guidance for executing technology and AI initiatives using Agile methodologies tailored to USSS mission needs, AI development requirements, and federal compliance
  • Develop reusable templates, tools, and guidance (sprint planning templates, user story formats, definition of done criteria, velocity tracking, retrospective formats, AI experiment tracking); develop and deliver Playbook Training Materials to OCIO personnel, AI Team members, and project teams
  • Facilitate cross-functional engagement with Cyber, Infrastructure, Mission Delivery, Business Support, and field stakeholders to ensure agile delivery practices support mission priorities
  • Establish and track Agile metrics (velocity, burn-down/burn-up, cycle time, team health, sprint goal achievement); facilitate retrospectives and implement process improvements; support development of Monthly Program Status Reports with agile delivery metrics and team velocity analytics
  • Support AI Team operationalization by establishing team norms, working agreements, collaboration patterns, and agile rituals enabling effective AI delivery

Qualifications:

Required:
  • BA/BS + 15 years of experience in Agile delivery, Scrum Master, or Agile coaching roles. Will consider experience in lieu of degree
  • 8 or more years of demonstrated expertise facilitating Agile delivery using Scrum, Kanban, SAFe, or other Agile frameworks
  • 8 or more years of experience Proven experience coaching teams and organizations on Agile principles, practices, and cultural transformation
  • Strong understanding of iterative delivery practices for technology and AI/ML initiatives including experiment-driven development
  • Experience supporting program or portfolio-level agile delivery coordination and reporting
  • Excellent facilitation, coaching, conflict resolution, and stakeholder engagement skills

  • Familiarity with DevSecOps, MLOps, AI/ML development lifecycles, model development workflows, and experiment tracking
  • Experience with Agile project management tools (Jira, Azure DevOps, Rally, VersionOne) and federal frameworks (PMBoK, FITARA, TechStat, Agile BPA)
  • Experience standing up agile teams, AI teams, centers of excellence, or facilitating Agile at Scale implementations (SAFe, LeSS, Disciplined Agile)
