Summary

Duties

• You will serve as an Engineer on the Electrical Engineering (EE) team for the Battle Management System (BMS) family of projects in the Weapon Control Hardware Branch (Code 2) of the Naval Surface Warfare Center Dahlgren Division.
• You will apply robust Electrical Engineering processes, working closely with the dynamic engineering team already established in Code 2.
• You will design custom printed circuit boards using ARM based microcontrollers.
• You will complete full schematic capture and PCB layout design.
• You will design harnesses and cabling between the circuit cards and external interfaces.
• You will assist with troubleshooting and initial circuit-board start-up of new designs.
• You will collaborate with the Mechanical Engineering, Embedded Software, and Quality Assurance teams.
• You will create engineering documentation for Technical Design Packages to include fabrication and assembly instructions.
• You will assess operational performance criteria and provide input for improving performance.
• You will develop status reports, progress and performance results both orally and in writing.
• You will actively participate and contribute to the Electrical Engineering Team and Hardware Team meetings.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), an Electrical Engineer (0850-series), a Computer Engineer (0854-series), or an Electronics Engineer (0855-series). Applicants in positions with occupational series other than those listed (0801, 0850, 0854 and 0855) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications.

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-3 pay band (GS-9 through GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer with experience in circuit board design and development. Examples of qualifying experience may include (1) proficiency in designing electrical schematics and layouts of a printed circuit board; (2) experience using software tools to simulate electrical circuits.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13.

This announcement uses the Naval Sea Systems Command (NAVSEA) Science and Technology Reinvention Laboratory (STRL) Direct Hire Authority for Scientists and Engineers with Advanced or Bachelor's Degrees to recruit and appoint qualified candidates to positions in the competitive service.
