Senior GIS Programmer / Systems Analyst

We are looking for a Senior GIS Programmer / Systems Analyst with strong ESRI ArcGIS, C#, Python, .NET, JavaScript, HTML, SQL, and database development experience. The primary project involves helping Baltimore County modernize an existing Agricultural Preservation Model, including upgrading a custom C#/Python ArcMap Add-In to an ArcGIS Pro Add-In.
Candidates should have 5+ years of application development experience, 3+ years of ESRI ArcGIS experience, strong SQL/database skills, and experience with ArcGIS Server, ArcGIS APIs, ArcGIS JavaScript API, Esri SDKs, ArcSDE, ArcGIS ModelBuilder, Python, SSRS, and Power BI. Recent government experience is preferred.
Location: Towson, MD
Schedule: Hybrid approximately 60% onsite / 40% remote
Please only respond with individuals that are willing to work onsite as required. A work from home schedule will be established with the hiring manager once onboarding and equipment issuing is completed. This individual may work remotely up to two (2) days per week, equivalent to approximately 40% remote and 60% onsite. Fully remote or out-of-state employment is not authorized at this time.
Key Responsibilities
- Develop and support GIS applications within an Enterprise GIS environment
- Assist with the development and modernization of the Agricultural Preservation Model
- Upgrade the existing custom ArcMap Add-In to an ArcGIS Pro Add-In
- Perform application development using C#, Python, .NET, JavaScript, HTML, and J2EE/Java
- Perform code reviews, technical planning, documentation, and application development
- Develop, modify, test, troubleshoot, and maintain GIS applications
- Work with ESRI ArcGIS technologies in an enterprise environment
- Develop and maintain databases and database-related applications
- Write and optimize SQL queries
- Develop and maintain Triggers and Stored Procedures
- Work with relational database systems, including Oracle and SQL Server
- Develop reports and dashboards using SSRS and Power BI
- Collaborate with technical and business stakeholders to analyze requirements and develop solutions
- Provide application support and troubleshooting
- Document technical solutions, processes, and application changes
- Communicate effectively with County staff, technical teams, and project stakeholders
Required Technical Qualifications
The successful candidate must have:
- 5+ years of experience developing and modifying applications using one or more of the following:
- J2EE
- .NET
- JavaScript
- HTML
- C#
- Python
- 3+ years of experience with ESRI ArcGIS technologies, including:
- ArcGIS Server
- ArcGIS APIs
- ArcGIS JavaScript API
- Esri SDKs
- ArcSDE
- Experience with:
- ArcGIS ModelBuilder
- Python
- ArcGIS application development
- Enterprise GIS environments
- Strong knowledge of:
- SQL
- SQL Triggers
- Stored Procedures
- Relational database concepts
- Oracle and/or SQL Server
- Experience developing reports using:
- Strong application development and systems analysis skills
- Strong analytical and problem-solving abilities
- Excellent written and verbal communication skills
Preferred Qualifications
- Bachelor's degree from an accredited college or university in:
- Computer Science
- Business
- A related field
- Five years of experience in systems analysis, change management analysis, project management, program analysis, or a closely related field
- Recent experience working with a government entity, preferably in a public-sector or local government environment
Ideal Candidate
The ideal candidate will be a senior-level GIS developer with strong ArcGIS and software development experience who can work across GIS applications, programming, databases, and reporting.
Candidates should have hands-on experience with ArcGIS Server, ArcGIS APIs, ArcGIS Pro/ArcMap, Python, C#, SQL, relational databases, and enterprise GIS environments. Experience modernizing or migrating existing GIS applications, particularly ArcMap Add-Ins to ArcGIS Pro Add-Ins, is highly relevant to this assignment.
The candidate should also be comfortable reviewing code, documenting technical solutions, troubleshooting applications, working with databases, and communicating with both technical and non-technical stakeholders.
