Job Overview

The Commonwealth of Pennsylvania is seeking a Business Analyst 2 (BA2) to act as a liaison between business stakeholders and technical teams. The ideal candidate will analyze business needs, gather and document requirements, and recommend solutions that improve organizational processes and outcomes.

Key Responsibilities

• Conduct requirements gathering and analysis using formal methodologies

• Facilitate workshops and stakeholder meetings

• Develop and document:

  • Business Requirements

  • Functional Requirements

  • User/Stakeholder Requirements

  • Non-Functional (QoS) Requirements

• Create Business Process Models (BPMN) and workflow diagrams

• Develop Requirements Traceability Matrix (RTM)

• Define report specifications and system outputs

• Translate business needs into technical and testable requirements

• Create visual representations of complex business processes

• Ensure alignment between stakeholder expectations and system design

Required Qualifications

• 4+ years of experience in Business Analysis

• Strong experience with:

  • Requirements Gathering Methodologies

  • Business, Functional, and Non-Functional Requirements

  • Requirements Traceability Matrix (RTM)

• Experience facilitating workshops and stakeholder sessions

• Proficiency in BPMN (Business Process Modeling Notation)

• Strong analytical, documentation, and communication skills

Preferred Qualifications

• Bachelor’s degree (4-year college degree) or equivalent experience

• Experience working in government or healthcare environments (nice to have)
