We are seeking an experienced Onsite Technical Program Manager with deep, hands‑on experience delivering ground‑up and brownfield data center construction and physical infrastructure build‑outs for large enterprises.
The ideal candidate has led multi‑phase data center programs—from site prep and construction through MEP commissioning, rack/stack, structured cabling, security systems, and turnover to operations—in fast‑paced, highly regulated environments.
You will convert high‑level (and ambiguous) objectives into detailed execution plans, coordinate across Subs, OEMs, low‑voltage/cabling integrators, security vendors, and client engineering/operations, and ensure safe, compliant, on‑schedule delivery.
Key Responsibilities
1) Program & Project Leadership
- Lead multi‑site and/or multi‑phase data center construction and fit‑out programs from concept to closeout, including budgeting, scheduling, change control, and earned‑value tracking.
- Translate ambiguous requirements into construction packages, milestones, and acceptance criteria; manage RFI/submittal workflows and punch‑list burn‑down.
- Identify risks and interdependencies across civil, structural, architectural, electrical, mechanical, plumbing (MEP), and low‑voltage scopes; drive mitigation and escalation.
2) On‑Site Coordination & Field Execution
- Provide daily on‑site coordination of general contractor, trades, low‑voltage, and equipment vendors; run stand‑ups, pull‑plan sessions, and readiness reviews.
- Oversee schedule integration (master schedule + contractor look‑aheads), resource loading, and constraint removal to protect critical path.
- Enforce client construction protocols, method statements, and change authorization; maintain redlines/as‑builts and turnover documentation.
3) Data Center Infrastructure Delivery
- Direct rack/stack, equipment installation, and structured cabling (fiber/copper, pathways, labeling, testing, and certification).
- Coordinate power distribution (UPS, PDUs, RPPs, busway), cooling interface/readiness (CRAC/CRAH, containment, airflow), and controls/BMS integration.
- Manage equipment move‑in/move‑out (MIMO) logistics, staging, material handling, and secure chain of custody.
4) Commissioning, Quality, and Turnover
- Plan and track Level 1–5 commissioning with the Cx agent: factory witness (as applicable), SAT, IST, and performance testing; resolve deficiencies.
- Drive QA/QC across trades; verify test reports, O&M manuals, training, spares, and warranty documentation; deliver Operations‑Ready turnover.
5) Security, Safety, and Compliance
- Coordinate deployment of physical security systems (ACS, CCTV, alarms, monitoring) and ensure integration with NOC/SOC workflows.
- Champion safety (JHAs, permits, LOTO, hot‑work controls); ensure compliance with local AHJ requirements, client standards, and industry best practices.
6) Stakeholder Management & Reporting
- Build strong relationships with client owners’ reps, design engineers, CMs, specialty contractors, and equipment vendors.
- Provide clear weekly status, dashboards (scope/schedule/cost/risk), and executive briefings; manage issues, changes, and approvals via client tooling (e.g., ticketing, procurement, document control).
Minimum Qualifications
- Bachelor’s degree in engineering, construction management, or related discipline (or equivalent practical experience).
- 5+ years leading data center construction and physical infrastructure build‑outs for enterprise or Fortune 500 environments.
- Proven experience coordinating MEP, structured cabling, and security systems alongside construction trades and commissioning agents.
- Demonstrated success driving projects from early design and pre‑con through construction, commissioning, and handover to operations.
- Strong field‑based leadership, vendor management, scheduling, and problem‑solving skills; excellent written and verbal communication.
Preferred Qualifications
- Hyperscale/cloud data center experience (greenfield and/or live environment retrofits).
- Experience with commissioning management, integrated systems testing, and reliability/availability objectives (e.g., Tier design intents).
- Familiarity with enterprise PM and collaboration tools (e.g., Smartsheet/Primavera/MS Project equivalents, ticketing/issue trackers, procurement/document control).
- Background in technology prototyping or incubation‑stage infrastructure a plus (ability to operate amid ambiguity and evolving requirements).
- Ability to manage multiple concurrent workstreams under aggressive timelines.
