Develops software solutions by studying information needs, conferring with users, and studying
systems flow, data usage, and work processes. Investigates problem areas. Prepares and installs
solutions by determining and designing system specifications, standards, and programming.
Additional job details and special considerations
The Department of Information Resources (DIR) requires the service of one (1) Software Engineer 3
position who meets the general qualifications of Software Engineer 3 and the specifications outlined
in this document for the above-named customer. The Software Engineer 3 contractor position is part
of the HHSC IT Administrative Applications Robotic Process Automation (RPA) team and will play a
crucial role in designing, developing, implementing, and maintaining RPA solutions. The Software
Engineer 3 will perform developer duties that will include solution design and development, process
automations, infrastructure management, collaboration, and continuous improvement. The contractor
role is for a senior robotics developer for technologies that may include BluePrism, Microsoft Power
Automate, and Azure. The role will be responsible for developing, testing, and troubleshooting bots
that will automate various business processes. Hands-on experience with BluePrism, Microsoft Power
Automate, and Azure is a must along with the ability to troubleshoot and validate HTTP responses.
Knowledge of DOM, HTTP protocol, JavaScript, and HTML is also required. This will be a fast-paced
project working in an Agile (Kanban/Scrum) environment.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:

opportunity.
Years Required/Preferred Experience
8 Required Hands-on experience with RPA development, with at
least 4 years specifically using Blue Prism
8 Required Experience with web development including HTML,
JavaScript, DOM and HTTP protocol
8 Required Experience with SQL/No-SQL databases
8 Required Experience with RESTful web services
4 Preferred Experience with API development
4 Preferred Experience with process discovery, requirements
gathering, and solution architecture
4 Preferred Proficiency in programming languages such as C#, Java,
or Python
3 Preferred Experience with Azure infrastructure including
troubleshooting
3 Preferred Experience with software development using Agile
methodology
1 Preferred Experience with Power Automate development
1 Preferred BluePrism Certification
1 Preferred Microsoft Power Platform Developer Certification
1 Preferred Prior experience supporting Health and Human Services
and OIG
B) The primary work location will be 4601 W Guadalupe Street, Austin, Texas 78751.
Position is ONSITE/Hybrid at the location listed above (with some hybrid work
determined by the hiring manager). The program will only accept LOCAL ONLY candidates
for this position. (Onsite Days, Mondays and Tuesdays) and (Remote Days, Wednesdays,
Thursdays & Fridays).
