The OpportunityWSDOT is seeking a Transportation Engineer to support the I-405/SR 167 Program within the Urban Mobility, Access & Megaprograms (UMAM) Office, responsible for delivering complex, multimodal transportation improvements that enhance mobility, reduce congestion, and support regional connectivity across one of the state's most heavily traveled corridors. Serving as an Assistant Utilities/Agreements Engineer, this position will perform a broad range of engineering work, including analyzing, planning, and implementing solutions that improve the safe and efficient movement of people and goods, while supporting environmental stewardship and system resilience. In this role, you will lead the development, evaluation, negotiation, and execution of interagency and utility agreements in compliance with WSDOT, state, and federal regulations, coordinating closely with internal divisions and external partners such as local jurisdictions, transit agencies, and utility providers to ensure alignment and project delivery success. This position plays a key role in fostering collaborative relationships and advancing integrated transportation solutions that meet operational, design, and safety standards.
What to ExpectThis position may perform occasional field work that involves exposure to hazardous conditions or materials includes any field, site, roadway, construction or right of way activity. Other exposures to hazards may include inclement weather, traversing in uneven terrain, noisy field environment, and working near high-speed traffic or heavy construction equipment.
Among the varied range of responsibilities held within this role, the Assistant Utilities/Agreements Engineer will:
- Develop and recommend approval of existing and proposed Utility and Interlocal Agency agreements.
- Facilitate agreement issue resolution with project teams.
- Review existing and proposed agreements to identify conflicts and constraints with current WSDOT policies and ensure consistency with current practices.
- Identify and propose potential solutions to the conflicts and constraints in the terms and conditions of the Utility and Interlocal Agency agreements.
- Recommend approval of preferred or final solutions to conflicts and constraints to the Utilities/Agreements Program Manager.
- Develop proposals and document final decisions regarding the selected solution for approval by the Utilities/Agreements Program Manager.
- Prepare complex agreements in collaboration and coordination with local agencies.
- Coordinate Utility relocations necessary to accommodate construction project needs and conduct field reviews with design and construction project offices and affected utility companies.
QualificationsTo be considered for this opportunity, the following competencies are required:
- Engineering Knowledge and Application: Demonstrated knowledge of civil engineering principles and experience applying civil engineering practices to transportation-related projects and mathematical principles (i.e. calculus, trigonometry, and construction related math) to solve technical problems.
- Project Inspection and Compliance: Experience inspecting project sites (i.e., bridges, structures, and other stormwater) for environmental and construction compliance. Experience preparing inspection documentation and reports, daily logs, and audit documentation to support compliance tracking and decision-making.
- Permit and Agreement Coordination: Experience researching and reviewing permits, service agreements and preparing supporting documentation. Experience applying engineering knowledge to utility coordination and relocation projects. Experience with interagency agreement writing, consultant contracting, program management, design, and construction on transportation projects, ensuring compliance with WSDOT, State, and Federal policies, RCW, WAC, and engineering best practices.
- Communication and Interpersonal Proficiency: Strong interpersonal skills, including effective written and verbal communication skills to respectfully communicate concise technical information clearly to internal teams and external stakeholders, both verbally and in writing.
- Technical Writing and Documentation: Strong technical writing skills and experience in reading and interpreting construction plans, specifications, permits, and relevant standards (e.g., WSDOT, MUTCD, AASHTO, etc.) to identify issues and recommend corrective actions.
- Data Analysis Skills: Experience reviewing, structuring, and interpreting qualitative and quantitative data to support sound engineering decisions.
- Planning and Organization: Strong organizational skills to manage concurrent projects, schedules, and deliverables.
- Software Proficiency: Experience using Microsoft Office Suite and project scheduling tools to support documentation, planning tasks, and specialized inspection tools/equipment (e.g., environmental monitoring devices and personal protective equipment).
- Problem-Solving and Decision-Making: Skill in analyzing complex site conditions and construction means and methods to identify potential risks and recommend effective solutions to maintain safety, quality, and schedule requirements.
- Safety & Environmental Awareness: Experience applying safety and environmental compliance procedures in construction, maintenance, or engineering field operations.
- Growth Mindset: Actively demonstrates a commitment to learning and growth.
- Service-Oriented: Takes action to meet the needs of others.
The following qualifications are also required:
- A valid Washington State driver's license and the ability to operate state-owned vehicles.
- Ability to attend evening, weekend, or early morning meetings.
It is preferred that qualified candidates also demonstrate:
- Transportation Utility Coordination: Experience coordinating utility relocations or permits for transportation infrastructure projects or within a public agency.
- Knowledge of WSDOT Processes: Familiarity with WSDOT project development procedures, environmental permitting, and regional utility and agreement coordination practices.
- Coordination Experience: Experience providing guidance and oversight to others performing utility and agreement coordination tasks.
- Field Construction Experience: Hands-on experience supporting construction offices with interpreting utility plans and agreements, addressing contractor inquiries, and resolving field related utility and interlocal agreement commitments and issues.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
