Summary

Key Responsibilities

Design and develop scalable web applications using .NET Core, C#, and modern JavaScript frameworks
Build and integrate applications with GIS technologies (ESRI / ArcGIS) and large-scale data systems
Lead system architecture and contribute to cloud-based (Azure) application modernization
Develop APIs and manage data integrations across City and third-party systems
Convert legacy applications into modern, secure, and high-performing platforms
Implement robust logging, monitoring, and debugging solutions
Write unit tests, conduct system testing, and support user acceptance testing (UAT)
Collaborate with cross-functional teams including business stakeholders, data teams, and project managers
Participate in Agile development processes and code reviews
Create technical documentation, system specifications, and user guides
Ensure compliance with Los Angeles ITA web standards and security policies

Required Qualifications

Bachelor s degree in Computer Science, Engineering, or equivalent experience
5+ years of experience in full-stack web development
Strong experience with:
- .NET Core / C#
- HTML5, CSS3, JavaScript
- SQL Server (database design and optimization)
Experience with Azure cloud services and application deployment
Hands-on experience with ArcGIS / ESRI GIS technologies and mapping APIs
Experience building and consuming RESTful APIs (JSON/XML)
Proficiency with Git version control and Agile methodologies
Strong problem-solving and debugging skills

Preferred Qualifications

Experience with ArcGIS Maps SDK for JavaScript
Familiarity with React, Node.js, Bootstrap, jQuery
Experience optimizing applications for performance and scalability
Background in large-scale system integration projects
