Project Manager CMS Fee-For-Service Data Collection System

(FFSDCS)

Position Summary

We are seeking an experienced Project Manager to lead delivery of the CMS Fee-ForService Data Collection System (FFSDCS) a Medicare data collection platform used by drug

manufacturers, clinical laboratories, hospitals, and ground ambulance providers to meet their federal

reporting requirements.

You will own delivery end to end scope, schedule, budget, quality, and staffing for an Agile team

supporting four Medicare program modules, and serve as the primary point of contact to CMS leadership.

This is a hands-on delivery leadership role, not a status-reporting one.

This position is contingent upon contract award.

Key Responsibilities

Own end-to-end delivery of the contract scope, schedule, budget, quality, and staffing.

Run the Agile delivery cadence: two-week sprints, program increment planning, daily stand-ups

and Scrum of Scrums; clear blockers and manage dependencies, risks, and escalations.

Serve as the primary point of contact to the CMS Contracting Officer s Representative (COR) and

Product Owner; lead weekly status meetings and quarterly program updates.

Maintain the product roadmap, backlog priorities, and delivery metrics in Jira and Confluence;

report velocity, burn-down, and progress from live dashboards.

Lead and grow the delivery team including technical, testing, help desk, and subject matter

expert leads; own staffing plans, recruiting, onboarding, and retention.

Produce the Monthly Status Report covering accomplishments, deliverables, risks, performance

metrics, financials, and staffing.

Manage the risk and issue register; escalate to CMS with options and recommendations.

Coordinate with other CMS contractors and ensure compliance with CMS security, privacy, and

Section 508 accessibility requirements.

Required Qualifications

Bachelor s degree in Business Administration, Information Systems, Health Administration,

Engineering, or a related field.

10+ years of project or program management experience on enterprise IT systems, including at

least 5 years managing federal contracts or task orders.

Demonstrated ownership of cost, schedule, and scope across the full delivery lifecycle planning

through closeout.

Hands-on Agile delivery leadership: sprint cadence, program increment planning, and backlog

prioritization with a product owner.

Working command of Jira, Confluence, GitHub, and Slack, including the ability to run reporting

and dashboards directly.

Experience delivering IT systems in a federal environment; CMS or HHS strongly preferred.

Experience coordinating delivery across multiple contractors and government stakeholders.

Working knowledge of federal security and privacy requirements and the Authority to Operate

(ATO) process.

Strong executive communication skills, with the ability to engage credibly with federal senior

leadership and translate the same content to engineers and analysts.

Must be able to pass a conflict of interest screening and federal background investigation.

Preferred Qualifications

PMP certification and a scaled Agile credential (SAFe Agilist, SAFe RTE, or Certified Scrum Master).

Prior CMS experience, particularly with Medicare Fee-For-Service programs or CMS data

collection systems.

Experience operating in a CMS Cloud (AWS) environment.

Familiarity with the CMS Target Life Cycle (TLC).

Experience overseeing a help desk or customer support function serving an external user

community
