The Opportunity

WSDOT Technology Service Division (TSD) is seeking two Senior/Specialist Application Developers to lead technical teams and oversee the development, modernization, and maintenance of enterprise applications that support agency operations and statewide transportation programs. These positions will provide technical leadership and direction for application design, development, testing, deployment, security, and ongoing maintenance across cloud and other platforms. Responsibilities include managing application portfolios, prioritizing projects and resources, establishing development standards, and implementing automated deployment processes using Continuous Integration (CI) and Infrastructure as Code (IaC). Both positions play a key role in advancing application modernization, ensuring compliance with security and technology standards, and delivering reliable, cost-effective solutions that meet business needs. Strong candidates will possess application development and project management expertise, problem-solving, and team development skills, along with the ability to lead complex technology initiatives and foster collaboration across diverse teams.
What to Expect

Within TSD, Enterprise Applications develops, supports, modernizes, and maintains enterprise-wide applications across mainframe, client/server, cloud, content management, and vendor platforms. The division provides application development expertise, technical leadership, and ongoing support to business partners and users throughout WSDOT and the public. These positions are part of the Cloud and Vendor Modernization Team and support enterprise application portfolios across multiple business areas, including Traffic, Accounting, Aviation, and Transportation Data, GIS, and Modeling. Enterprise Applications advances TSD's strategic priorities of continuous modernization, cybersecurity, and data privacy through secure, reliable technology solutions and established project management practices.
Among the varied range of responsibilities held within this role, the TSD Application Developers may:

  • Develop, enhance, and maintain applications, interfaces, and application programming interfaces (API).
  • Perform analysis tasks of application performance and stability.
  • Implement the technical roadmap of projects.
  • Develop long-range, inter-agency, strategic plans with Traffic Office staff to accommodate changes in business needs of the Traffic Safety community.
  • Assist WSDOT's crash, travel, and roadway business areas in defining a biennial plan for the development of new, and maintenance of their existing applications.
  • Implement and improve application security.
  • Work closely with customers to assure business requirements are being met.
  • Research and learn to quickly and correctly implement new technologies and programming languages under tight project timelines.
  • Investigate and recommend solutions to improve business flow and accountability.
  • Perform lead responsibilities and provide technical leadership for all aspects of software development.

Qualifications

To be considered for this opportunity, the following competencies are required:

  • Application Development & Programming: Advanced expertise in the full software development lifecycle including requirements analysis, technical design, coding, configuration, testing, deployment and maintenance of enterprise applications across cloud-first, on-premises and other development environments. Ability to independently develop complex application functionality.
  • Technical Design & Standards: Ability to design maintainable technical solutions, establish development standards, and lead application modifications that support mission-critical WSDOT business needs.
  • Proficiency in C# & .NET Frameworks: Advanced experience developing, maintaining, and modernizing software solutions using current versions of the C# language and supported .NET frameworks, including the implementation of Web API, ASP.NET Webforms and ASP.NET MVC architectures.
  • Database Design & Development: Advanced expertise in developing, optimizing, and maintaining database components within Microsoft SQL Server environments, including stored procedures, queries, data transformations, schemas, and views.
  • Information Technology Architecture & Standards: Knowledge and understanding of information technology architecture, standards, and practices and the ability to apply them to application development and maintenance.
  • Communication Skills: Ability to communicate effectively with senior and executive management, diverse customers, and peers to exchange technical information, address business needs, and support collaborative solutions.
  • Supervisory & Collaboration Skills: Demonstrated capability to supervise teams of technical resources, collaborate with colleagues, customers and vendors through supervision, and leadership.

  • Cloud Application Development: Demonstrated ability to develop and maintain applications using Microsoft Azure cloud technologies and services.

  • Azure DevOps: Demonstrated ability to use Azure DevOps to support application development, source control, build, testing, and deployment processes.
  • Secure Application Development: Demonstrated ability to develop and maintain secure code in compliance with applicable information security standards and practices.
  • System Integration: Demonstrated ability to integrate application components and systems to support business and technical requirements.
  • Customer Service Skills: Ability to identify customer problems and needs, analyze application issues, develop and test solutions, and verify results to ensure effective resolution.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
