Scope of Services:
Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 12, 2027.
The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:
- Adoption of the Florida PALM Standardized Business Process Model
- Transition to the Florida PALM Chart of Accounts values
- Replacement of Central, Payroll and Departmental FLAIR functionality
- Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
- Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of three years in alignment with the Florida PALM Project scheduled timeline.
Of the 1,500+ computing assets, over 1,000 are reports containing financial data. These reports primarily consist of a listing of detailed financial transactions requiring staff to spend hours manipulating the data into a format so that it can be analyzed.
To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable in Project Management and Agile or Scrum methodologies to manage the projects in the FPST Program. Our goal is to transform our data into actionable data insights that our organization can use for true management decision support.

Education
Bachelor s Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience. Project Management certification or successful completion of a recognized
project management curriculum is preferred.
Experience
A minimum of 7 years of IT work experience, including 4 or more years managing projects. Experience with projects in multiple technologies and functions.
Candidates with Certified Scrum Master & Project Management Professional Certificates will be given preference for this position.
Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to:
- Assist with defining and documenting project scope, objectives, and desired outcomes.
- Assist with identifying and managing stakeholder expectations.
- Assist with design of a work plan for project and for individual team members.
- Assist with creation and maintenance of Project Schedule and Operational Work Plan.
- Provide training and mentoring to team members when needed.
- Provide project and progress updates to stakeholders including the details and frequency dictated by the project.
- Perform regular assessment of project and development team execution to identify areas for improvement and participate in strategy sessions to facilitate improvement.
- Identify documentation needs for the project, development team, and agency and participate in strategy sessions to facilitate and implement improvement.
- Manage, collaborate, and coordinate between cross functional and cross agency teams.
- Facilitating Project Meetings and Scrum Events, including:
- Daily Stand Ups
- Sprint Planning
- Sprint Review
- Sprint Retrospectives
- Sprint Demos
- Backlog Grooming
- Provide an example of Scrum practices and guidelines to the development team(s).
- Promote continuous improvement within the development team.
- Remove obstacles to development work for the project team and act as a barrier to limit distractions.
- Gathering and documenting requirements as Acceptance Criteria.
Collaborating with business users and developers to create user stories that accurately capture business needs and technical details.
Job Specific Knowledge, Skills, and Abilities (KSAs)
- Understanding of SDLC and development methodologies including SCRUM and Agile.
- Understanding of and ability to create project artifacts and documents from undocumented processes and applications.
- Understanding of the Sprint Cycle, SCRUM artifacts, and development work on a Kanban Board.
- Collaboration and soft skills to collaborate, coordinate, and communicate with stakeholders at multiple levels.
- Ability to understand and document development work to create User Stories and report on development progress.
- Ability to identify potential process, application, and project improvements, and document and implement changes as requested by Business Users.
Preferred KSAs:
- Extensive knowledge of Scrum and Agile practices both in theory and practice.
- Ability to lead development team members both as a team and individually.
- Proficiency with Kanban Board applications like Jira, ServiceNow, or Microsoft Azure DevOps.
- Proficiency in creating documents, diagrams, or write ups from undocumented processes or applications.
- Knowledge of financial systems and financial accounting.
