Job Description:
The State of Wisconsin is looking for Business Analyst/Consultant IV. This position will be focused on content management solutions using Hyland OnBase.
Candidates must reside in the State of Wisconsin. Candidate works remotely but may be called into the office at any time for special business meetings or at the request of their Agency supervisor.
Position Overview:
The Wisconsin Department is seeking a technically driven, self-motivated, and collaborative OnBase Business Analyst to join the Bureau of Technology Management (BTM) – Content Solutions team. This position serves as the primary conduit between key business stakeholders and technical developers and is responsible for translating complex business workflows into detailed functional specifications for OnBase Administrators to configure OnBase solutions that automate document-driven processes.
Key Responsibilities:
Requirements & Analysis:
· Facilitate requirement-gathering workshops, interviews, and storyboarding sessions to identify business objectives, functionality gaps, and business processes.
· Provide system analysis to identify integrations and assess impacts to existing processes and functions across teams.
· Assist the Project Manager with:
o Creating work breakdown structures from requirements
o Entering and managing tasks in Jira
o Taking meeting notes
Stakeholder Management:
· Act as the primary communication channel between operational teams, subject matter experts, and development teams.
Testing & Quality Assurance:
· Translate business requirements into User Acceptance Testing (UAT) criteria.
· Execute test plans and validate system fixes.
· Coordinate resolution of UAT and testing feedback with developers.
· Incorporate ADA compliance into UAT and QA processes.
Lifecycle Support:
· Oversee end-to-end SDLC activities from system specification preparation through final deployment and end-user training.
· Lead software demonstrations and training sessions.
· Draft user-facing documentation and knowledge articles.
· Create how-to videos.
· Assist with customer support related to policy, process, and how-to questions.
Top Required Skills & Years of Experience:
· Experience: Must have at least 8 years of Business Analyst experience with hands-on involvement in Software Development Life Cycle (SDLC).
· OnBase Expertise: Must have 2-3 years working experience with Hyland OnBase (minimum knowledge of document type groups, document types, document retrieval, and Unity Client).
· Functional Knowledge: Must have a strong understanding of security group management, document indexing, and autofill keyword sets.
· Soft Skills: Must be a self-starter and consistently portray a sense of urgency and have excellent, written and oral communication skills.
Nice to Have Skills:
· Experience with Hyland OnBase modules such as Workflow, WorkView, Document Composition, ShareBase, Unity forms, Image forms, Docusign and Topaz signature integrations.
· Certifications related to BA, ADA and/or Hyland OnBase.
Interview Process:
· There could be a third round of interviews depending on the number of candidates. All first-round interviews are generally conducted via TEAMS meeting but we reserve the right to ask for an in-person second interview if desired.
· If the candidate shows distraction or reading from a media source during the interview, the interview will be stopped and not rescheduled. Candidates should check headphones, mics, connections, etc. prior to the interview session.

· Candidates must reside in the State of Wisconsin or relocate at their own expense within 30-60 days of hire. Candidate works remotely but may be called into the office at any time for special business meetings or at the request of their Agency supervisor.
· The Agency recognizes the importance of a work-life-balance and requires contractors to take time off outside of nine State holidays. This time amounts to approximately 2 weeks each fiscal year and is unpaid by Agency.
