1. Facilitate NOAA Fisheries review of Marine Scientific Research (MSR) applications (review, distribute to regions, process responses and submit to NOAA MSR Coordinator);
2. Coordinate efforts to address substantive policy issues with the MSR process to ensure foreign compliance with U.S. statutes and regulations;
3. Maintain/update the NOAA Fisheries MSR 101 manual and internal web page;
4. Develop/maintain external (public facing) websites for International Fisheries Science. Include information on active bilateral partnerships and annual updates to international activities map;
5. Develop/maintain a NOAA Fisheries International internal website (Google site) containing information on NOAA Fisheries procedures, international travel resources, International Science and Fellowship RFPs and the NOAA Fisheries International engagements database;
6. Facilitate reporting of international fisheries science engagements through the NOAA International Affairs Council (IAC) “Hot Items Report” and OST weekly reports;
7. Coordinate International Fisheries Science with the broader NOAA International engagements:
a. Attend meetings and record meeting notes for monthly IAC meetings;
b. Coordinate responses to IAC taskers with OST and NOAA Fisheries Science Centers;
8. Support OST’s active bilateral partnerships with Canada, China, India, Japan, Mexico, and Norway;
9. Provide staff support to fisheries leadership for bilateral meetings through the development of briefing materials, talking points and presentations;
10. Support NOAA engagements with the International Council for the Exploration of the Sea (ICES) and the North Pacific Marine Science Organization (PICES);
11. Facilitate the conversation around NOAA Fisheries engagement in the United Nations (UN) Decade and how it will overlap/coincide with the ICES/PICES and other international fisheries UN Decade events;
12. Help coordinate NOAA Fisheries engagements in the UN Decade;
13. Coordinate and disseminate calls for proposals, as requested by OST leadership.
Deliverables:
1. NOAA Fisheries MSR 101 manual and internal web page are kept up-to-date on a daily basis, or as needed;
2. International Fisheries Science websites are developed and updated as needed;
3. NOAA Fisheries International internal website (Google site) is developed and updated as needed;
4. Report on international fisheries science engagements on a weekly basis;
5. Draft meeting minutes for monthly IAC meetings;
6. Draft briefing materials, talking points and presentations on an as needed basis;
7. Coordinate NOAA Fisheries development of agendas for bilateral meetings;
8. Reports on bilateral and multilateral meetings that NOAA Fisheries attends.
