Technical Delivery Manager (TDM) Migrations

Accountability

• Serve as the single point of accountability for technical delivery on assigned projects
• Own delivery of all technical components for assigned initiatives
• Act as the primary escalation point for technical risks, issues, and delivery blockers
• Ensure solutions are integrated, stable, secure, and production ready

Cross Functional Coordination

• Coordinate technical delivery across internal teams, including application development, infrastructure, data, quality assurance, and operations
• Coordinate delivery activities with third party vendors and external partners, as applicable
• Identify and manage cross team dependencies and complex integration points, particularly during platform migrations and system transitions

Planning and Execution Management

• Develop and maintain technical delivery plans, milestones, timelines, and dependencies
• Track technical progress against agreed upon plans and migration schedules
• Proactively identify and drive resolution of delivery risks and issues, including data conversion, cutover, and dual run risks
• Manage technical delivery timelines and resource utilization across legacy and target platforms.

Solution and Architecture Alignment

• Participate in solution design and technical architecture discussions as required
• Translate approved designs and requirements into actionable technical delivery and migration execution plans
• Ensure alignment with enterprise architecture standards, security requirements, and operational readiness criteria during platform transitions.

Governance and Reporting

• Provide concise and regular technical status, risk, issue, and migration readiness reporting
• Represent technical delivery interests in project forums and migration workstreams
• Produce and maintain required technical delivery, migration, and cutover documentation and artifacts

Release and Production Readiness

• Support change management, release management, migration cutover, and service transition activities
• Partner with operations teams during go live, platform transition, and stabilization periods
• Ensure an orderly and complete transition from legacy systems to target platforms and from project delivery to production support

Deliverables

The TDM shall produce and maintain, as applicable:

• Technical delivery and platform migration plans and schedules
• Risk, issue, dependency, and cutover tracking artifacts
• Technical status, migration progress, and readiness reports
• Release, cutover, and production readiness documentation
• Transition and handoff documentation to operational support teams

Minimum Qualifications

The assigned TDM shall have:

• Hands on experience supporting or leading Care / Case Management platform migrations from a legacy to a new system
• Experience working on system migrations, integrations, and implementation projects, including data conversion and interface remediation
• Experience with SQL, SSIS, and/or .NET
• Demonstrated experience delivering complex IT initiatives in a technical delivery or technical program role
• Strong understanding of application systems, infrastructure, data flows, and system integration
• Experience coordinating delivery across multiple teams and vendors in a migration or transformation context
• Strong issue management, escalation, and problem solving skills
• Ability to communicate effectively with both technical and non technical stakeholders
• Ability to work independently and deliver outcomes in a contracted role
• Experience of Population Health Management (PHM) within Managed Care Organizations (MCOs)
• Experience supporting large scale platform modernization or care management transformations with aggressive timelines
