Job Overview

The Railroad Commission of Texas (RRC) is seeking an experienced Business Analyst III with strong expertise in requirements gathering, report development, data analysis, and business process improvement. This role will support critical reporting and data initiatives associated with the Mainframe Reports & Extract modernization efforts.

The ideal candidate will have a strong background in business analysis, reporting solutions, stakeholder collaboration, and data-driven decision-making, along with hands-on experience using Power BI and Snowflake. Experience within the Oil & Gas industry is highly desirable.

Key Responsibilities

• Gather, analyze, document, and validate business and functional requirements.
• Work closely with business stakeholders to identify needs and translate them into technical solutions.
• Develop and maintain business process documentation, workflows, and data flow diagrams.
• Perform data analysis, root cause analysis, and data validation activities.
• Create and support report development initiatives using modern reporting technologies.
• Facilitate User Acceptance Testing (UAT), training, and implementation activities.
• Coordinate with technical teams to ensure business requirements are accurately implemented.
• Support data publishing activities for the DIR Open Data Portal and RRC website.
• Ensure project deliverables comply with established business analysis standards and methodologies.
• Provide independent analysis and recommendations while managing multiple concurrent projects.

Required Qualifications

Must-Have Skills

• 8+ years of Business Analysis experience.
• 8+ years of experience gathering, documenting, and managing business requirements.
• 8+ years of experience with report development and reporting solutions.
• 8+ years of experience collaborating with business users to define requirements and design technical solutions.
• 8+ years of strong communication skills, including written, verbal, presentation, and stakeholder management.
• 5+ years of experience supporting User Acceptance Testing (UAT), training, and implementation activities.
• 2+ years of hands-on experience with Power BI and Snowflake.
