Role overview
We are seeking an experienced Tester with a strong background working with state or other government clients. The Tester will provide advanced user acceptance testing (UAT) and quality assurance support for a state health insurance marketplace technology program. The Tester will work with both agile and traditional delivery teams to design, execute, and validate UAT, collaborate closely with business SMEs, and help ensure the platform meets functional, performance, security, and accessibility requirements.

Key responsibilities

  • Review and analyze requirements, user stories, process flows, and acceptance criteria for clarity and testability.

  • Maintain and update the Requirements Traceability Matrix (RTM).

  • Create and maintain comprehensive test cases, scenarios, and test suites.

  • Contribute to and execute UAT test plans; log and validate test results.

  • Conduct regression, integration, and exploratory testing; participate in bug hunts.

  • Log defects with clear reproduction steps and evidence; retest to confirm fixes.

  • Support load, performance, security, and accessibility testing activities.

  • Prepare and manage test data and validate UAT readiness (requirements, data, environments).

  • Participate in defect triage, release readiness assessments, and go/no-go recommendations.

  • Provide UAT guidance and hands-on support to business SMEs and testers.

  • Produce daily/weekly test metrics, summaries, and status reports for stakeholders.

  • Participate in Scrum ceremonies (planning, refinement, standups, demos, retrospectives) as applicable.

  • Collaborate with automation engineers and learn/apply basic automation concepts.

  • Identify and implement testing process improvements, templates, and best practices.

Required qualifications

  • Strong background working with state, local, or federal government clients and programs.

  • Candidate must be located in or local to Salem, Oregon (ZIP 97301) and able to work Pacific Time business hours.

  • Strong understanding of UAT processes, SDLC, and agile methodologies.

  • Proven ability to analyze requirements and translate them into effective test cases.

  • Experience designing and executing complex test scenarios.

  • Proficiency with test management and defect tracking tools (e.g., Azure DevOps, Jira).

  • Excellent analytical, problem-solving, and communication skills (technical and non-technical audiences).

  • Ability to prioritize tasks, work independently, and meet tight deadlines during release cycles.

  • Working knowledge of accessibility standards (e.g., WCAG), security testing fundamentals, and performance considerations.

  • Collaborative mindset and strong interpersonal skills.

Preferred qualifications

  • Experience in a government or other regulated environments (state/local agency work strongly preferred).

  • Familiarity with test automation tools/concepts (Selenium, Playwright, Robot Framework, etc.).

  • Hands-on experience with API and web service testing.

  • Experience preparing and managing test data.

  • Background testing complex enterprise systems and platforms (Java, Mobile-PWA, Salesforce, etc.).

Working conditions and requirements

  • Remote work allowed, but candidate must perform all work from within the United States and be local to Salem, OR (ZIP 97301).

  • Telecommuting requires the contractor to provide their own computer, monitors, internet connection, and telephone.

  • Candidate must be available during Pacific Time business hours (Mon–Fri, 8:00 a.m.–5:00 p.m. PT) and able to work on-site in Salem if requested with reasonable notice.

  • Access to systems provided via VPN or similar; no additional hardware/software supplied.

  • No offshoring of work or use of personnel not authorized to work in the U.S.
