We are seeking an experienced HR Specialist to support Human Resources operations for a U.S. government entity. The ideal candidate will have hands-on experience managing employee onboarding and offboarding processes, maintaining accurate personnel records, coordinating HR documentation, and ensuring compliance with applicable organizational, State, and Federal requirements.
The candidate should have prior experience working with State and/or Federal government organizations, government contractors, or public-sector environments and be comfortable handling sensitive employee information and working within structured compliance-driven processes.
Key Responsibilities
  1. Manage end-to-end employee onboarding and offboarding processes for government personnel and contractors.
  2. Coordinate pre-employment activities, including documentation, background checks, employment verification, required forms, and onboarding requirements.
  3. Prepare and maintain employee personnel files and ensure HR records are accurate, complete, and up to date.
  4. Coordinate employee orientation, system access, HR documentation, benefits information, and other onboarding activities.
  5. Manage employee separation and offboarding activities, including exit documentation, clearance processes, access termination, asset return, and final HR documentation.
  6. Coordinate with IT, Security, Facilities, Payroll, Benefits, and hiring managers to ensure timely completion of onboarding and offboarding activities.
  7. Maintain HR databases, employee records, trackers, and reporting systems.
  8. Ensure HR processes are performed in accordance with applicable Federal, State, agency, and organizational policies and procedures.
  9. Support audits and compliance reviews by maintaining complete and properly documented personnel records.
  10. Assist with employment status changes, transfers, promotions, leaves, separations, and other personnel actions.
  11. Prepare HR reports, status updates, and workforce-related documentation for management and government stakeholders.
  12. Handle confidential and sensitive employee information in accordance with applicable privacy and security requirements.
  13. Respond to employee and management inquiries regarding HR policies, onboarding, offboarding, employment documentation, and personnel procedures.
  14. Identify process gaps and recommend improvements to HR operational workflows.
  15. Support government-specific HR initiatives and other administrative HR activities as required.
Required Qualifications
  • Experience supporting U.S. Federal or State government contracts
  • Bachelor's degree in Human Resources, Business Administration, Organizational Management, or a related field preferred.
  • 5+ years of experience in Human Resources, HR Operations, or a related role.
  • Hands-on experience managing employee onboarding and offboarding processes.
  • Experience maintaining employee records, personnel documentation, and HR databases.
  • Experience working with State and/or Federal government organizations, government agencies, or government contractors.
  • Strong understanding of HR policies, procedures, documentation, and compliance requirements.
  • Experience coordinating with multiple internal departments and stakeholders.
  • Strong written and verbal communication skills.
  • Excellent organizational skills with the ability to manage multiple employee actions simultaneously.
  • Ability to handle confidential information with a high degree of discretion.
  • Strong proficiency with Microsoft Office/Office 365, particularly Excel, Word, and Outlook.
