Job Title: Senior Project Manager
Work Location: This project will be Hybrid-remote, and the team is expected to work 40 hours per week during agency work times of 8:00am to 4:30pm CST unless otherwise defined by the Agency with 2 days in the office, i.e. Tuesday & Wednesday.
Project Manager - IT, ServiceNow & EPMO
The Project Manager will lead complex IT and software development initiatives from project intake through implementation and closure. This role requires strong organizational, leadership, and project governance capabilities, along with experience working within an Enterprise Project Management Office (EPMO) environment. The Project Manager will coordinate cross-functional business and technical teams, oversee requirements gathering, and ensure alignment between business objectives, technical solutions, project scope, timelines, and deliverables.
The ideal candidate must have extensive hands-on experience using ServiceNow for project intake, demand management, workflow tracking, status reporting, risk and issue management, and project lifecycle governance. A high-level understanding of systems analysis, SQL database architecture, application integrations, and the Software Development Life Cycle (SDLC) is required.
Key responsibilities include:
- Lead IT and software development projects from initiation through planning, execution, implementation, and closure.
- Manage project intake, demand evaluation, prioritization, tracking, reporting, and lifecycle workflows using ServiceNow.
- Apply EPMO governance standards, project management frameworks, templates, stage gates, and reporting requirements.
- Develop and maintain project plans, schedules, milestones, budgets, resource plans, and status reports.
- Coordinate cross-functional teams, including business analysts, solution architects, developers, database teams, QA professionals, vendors, and business stakeholders.
- Oversee requirements-gathering activities and ensure business requirements are translated into achievable technical deliverables.
- Maintain project documentation, including charters, schedules, RAID logs, decision logs, status reports, and executive presentations.
- Identify and manage project risks, issues, dependencies, assumptions, and change requests.
- Monitor project performance, delivery progress, resource utilization, and key performance indicators.
- Facilitate project meetings, governance reviews, stakeholder discussions, and executive status updates.
- Ensure compliance with organizational policies, EPMO standards, security requirements, and quality expectations.
- Support continuous improvement of ServiceNow workflows, EPMO processes, and project delivery practices.
- Manage projects using Agile, Waterfall, or hybrid delivery methodologies.
Required qualifications:
- Bachelor s degree in Information Technology, Computer Science, Business Administration, Project Management, or a related field.
- Demonstrated experience managing complex IT and software development projects.
- Extensive hands-on experience with ServiceNow project intake, demand management, project tracking, workflow management, and reporting.
- Strong experience operating within an EPMO or enterprise project governance environment.
- High-level understanding of systems analysis, SQL database architecture, integrations, and SDLC processes.
- Experience coordinating requirements gathering and managing cross-functional technical teams.
- Strong knowledge of project planning, scheduling, budgeting, resource management, risk management, and change control.
- Experience with Agile, Waterfall, and hybrid project delivery methodologies.
- Excellent leadership, communication, stakeholder engagement, negotiation, and problem-solving skills.
- Ability to prepare and present clear project updates to technical teams, business stakeholders, and executive leadership.
Preferred qualifications:
- PMP, PMI-ACP, Certified ScrumMaster (CSM), SAFe, or comparable project management certification.
- Experience with ServiceNow Strategic Portfolio Management (SPM), formerly IT Business Management (ITBM).
- Experience supporting public-sector or other large, regulated enterprise environments.
- Familiarity with Azure DevOps, Jira, Confluence, Microsoft Project, Power BI, or similar project delivery and reporting tools.
