Project Overview
The NYWIC (New York Women, Infants, and Children) system is a statewide .NET/Oracle-based application supporting the administration of New York's WIC nutrition program.
Within this environment, the DataMart team handles the design, development, and ongoing maintenance of the enterprise data warehouse and reporting layer. The consultant will work alongside Software Analysts, Data Modelers, Informatica Developers, and OBIEE Developers to implement enhancements, update data structures, and maintain accurate, reliable, and timely reporting for business users, program administrators, and regulatory stakeholders.
Day-to-Day Responsibilities
Develop, test, and execute Oracle SQL queries against the Production NYWIC database schema for program validation and data analysis.
Create and maintain a library of reusable SQL queries that run on a recurring basis with configurable parameters.
Assist DOH program staff in understanding NYWIC data structures across application modules to help define new reporting requirements.
Help program staff build new ad-hoc queries within the NYWIC DataMart OBIEE system using established user guidelines.
Collaborate with DataMart team members, program staff, and the NYWIC application vendor to build a knowledgebase of system data mappings between the core application and DataMart.
Participate in reviewing and documenting regression test scripts for User Acceptance Testing (UAT) and support overall UAT efforts.
Work closely with ITS and Program managers to ensure all efforts adhere to standard agency policies and procedures.
Mandatory & Requested Qualifications
Oracle PL/SQL: Minimum 84 months of experience creating SQL queries and stored procedures using Oracle PL/SQL.
Requirements Gathering: Minimum 84 months of experience meeting with business staff to elicit business requirements.
Oracle Reports Troubleshooting: Minimum 84 months of experience collaborating with business staff or end users to analyze and troubleshoot Oracle reports.
Technical Documentation: Minimum 84 months of experience creating software documentation, including functional specifications and technical specifications.
Database Query Optimization: Minimum 48 months of experience analyzing and optimizing Oracle SQL queries to improve database performance.
Test Script Facilitation: Minimum 48 months of experience preparing or facilitating the creation of testing scenarios and test scripts.
User Documentation: Minimum 36 months of experience creating user documentation, such as user guides or training presentations.
OBIEE Experience: Minimum 36 months of experience using OBIEE (Oracle Business Intelligence Enterprise Edition), including end-user experience.
Education: Bachelor's Degree in an Information Technology-related field from an accredited institution.
