Role: Enterprise Business Analyst with CWIS/SACWIS experience

DESCRIPTION OF SERVICES:
The Enterprise Business Analyst will lead the large portions of analysis, design, and requirements management for a full system replacement initiative. This role evaluates the modules of current legacy environment, defines future-state processes and system capabilities, and ensures the new solution aligns with business needs, technical standards, and regulatory requirements.
Key Responsibilities
· Collaborate with senior leaders to understand enterprise business goals and translate them into a strategic roadmaps and requirements
· Lead discovery and documentation of current-state processes, data flows, and system dependencies.
· Define future-state workflows, business process improvements, business architecture models, and modernization requirements.
· Develop clear business, functional, and technical requirements, including user stories and process maps.
· Conduct fit/gap analysis for COTS/SaaS or custom system options.
· Collaborate with architects, developers, QA, and vendors to validate solution design and alignment with requirements.
· Facilitate workshops and meetings with agency leadership, SMEs, and technical teams.
· Support RFP development, vendor evaluations, and contract documentation.
· Ensure requirements traceability and support testing and UAT activities.
· Maintain compliance with state/federal regulations, security standards, and accessibility guidelines.
Required Qualifications
· 8+ years of Business Analysis experience supporting large IT modernization projects.
· CWIS/SACWIS experience strongly preferred
· Expertise operating at a strategic, organizational-wide level, focusing on high-level business goals and strategy
· Ability to collaborate with senior leaders to understand business goals and translate them into a strategic roadmap
· Conduct high-level cost/benefit analysis and business case development for proposed initiatives
· Plan and lead a BA team working on large-scale, complex projects that span multiple business units
· Proven experience with full system replacement or major legacy modernization.
· Ability to lead BAs through SDLC requirements ensuring the business enterprise strategic goals are being met
· Strong skills in requirements elicitation, documentation, and business process modeling.
· Experience working with state government or regulated environments.
· Proficiency with tools like Visio, Lucidchart, Azure DevOps, Jira, or similar.
· Solid understanding of SDLC and Agile methodologies.
Preferred Qualifications
· Experience with large legacy replacements, system integrations, and cross-agency workflows.
· Participation in RFP, procurement, or vendor management processes.
