The IT Project Manager II plays a key role in the IT Project Management Office, overseeing multiple projects across Health and Human Services departments. Reporting to the IT PMO Director, this position is responsible for managing large-scale, high-impact IT initiatives that affect both internal teams and external stakeholders, ensuring projects meet regulatory and strategic goals.

This role requires quick mastery of HHS IT project policies, processes, and tools. The IT Project Manager leads cross-functional teams, creates essential project documentation, manages schedules and budgets, and ensures timely, high-quality project delivery. They act as the main contact between project teams and stakeholders, building strong relationships and handling communication, conflict resolution, and customer satisfaction.

The ideal candidate is highly organized, motivated, and a natural leader. They are skilled in project execution, harnessing domain knowledge in risk management, change management, and issue resolution and helping stakeholders make informed decisions. Success in this role depends on navigating a complex organization, fostering trust, and overcoming challenges to deliver results.

Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(40%) Provides leadership and expertise in project management. Project management involves the full spectrum of industry-accepted principles of project management including initiation, planning, execution, control, and closing assigned projects and subsidiary components. These activities include, but are not limited to, defining, and managing scope and customer expectations; work breakdown structures; detailed project schedules; cost estimation, resource plans; project plans; communications plans; budgets and cost tracking; presentations and briefings; metrics reporting; risk / issues and associated mitigation activities; quality control; change management processes; customer acceptance; lessons learned; and archiving project documentation. Coordinates various levels of projects including multi-million-dollar projects and oversees the initiation and planning of project deliverables, including cost estimates and projections. Identifies potential project risks and challenges, and designs strategies to mitigate or avoid them. Directs, develops, and evaluates projects utilizing accepted project management methodologies.

(25%) Simultaneously manages a portfolio of multiple projects to completion. Compiles and distributes project information, including status reports, project budget expenditures, milestone progress, and risks and issues. Manages project cost to ensure project completion is within budget. Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications. Obtains authorization and commitment and demonstrates business need and project feasibility. Reviews and presents recommendations to management. Serves as a project leader and manages and develops staff in project management. Develops and implements plans to communicate and explain project methodology and processes to stakeholders. Creates documentation procedures to capture and deal with changes in the original project plan. Develops criteria for evaluating programs, proposals, and other pertinent information related to project assignments.

(25%) Advises, consults, and negotiates with agency stakeholders on project activities. Ensures project management methodologies are followed and are consistent with agency, enterprise and DIR plans, standards, and guidelines. Provides leadership to internal and external teams / committees across the agency and HHS enterprise to ensure projects are coordinated, efficient and meet service level objectives. Maintains up-to-date knowledge of other HHS agencies IT-related projects and negotiates sharing of resources to achieve objectives across agencies. Establishes criteria, proposals, cost estimates, projections, goals, and objectives and directs program evaluation activities. This role also performs a strong leadership role in the development of a quality assurance framework, inclusive of policies, processes, reports, case studies, and recommendations for the IT community.

(10%) Designs, develops, and oversees project controls activities for the IT Project Management Office (PMO). Coordinates with project managers, IT leaders, other HHS departments, external State and Federal agencies, and the Department of Information Resources (DIR) to assure policies, standards, procedures, and activities and required reports conform to and are consistent with state requirements. Develops guidelines, procedures, policies, rules, and/or regulations and monitors for compliance. Develops, reviews, and revises policy, process, or legislative responses. Oversees the preparation of management and productivity reports and studies. Oversees special investigations, project assessments, research studies, and project compliance audits. Represents the Department by making presentations, providing information and testimony, collaborating with customers, other state agencies and federal partners. Responds to requests by legislators and other public officials.

Knowledge, Skills and Abilities (KSAs):

  • Knowledge of waterfall and agile project management principles.
  • Knowledge in project management theories and practices.
  • Knowledge of project management theories of systems and procedures used to evaluate a third-party vendor's performance.
  • Knowledge of related state and federal laws, regulations, policies, rules, and requirements as well as the Texas legislative process.
  • Knowledge of process improvement or quality assurance systems.
  • Knowledge of strategic planning, budget management, and human resource management.
  • Knowledge of the principles of leadership and how to effectively interact with various leadership styles.

Registrations, Licensure Requirements or Certifications:

  • Project Management Professional (PMP) Certification preferred.

  • Scaled Agile Framework (SAFE) certifications preferred.

Initial Screening Criteria:

  • Graduation from an accredited four-year college or university is required.
  • Project Management Professional (PMP) Certification preferred.
  • Agile Certified Practitioner (PMI-ACP) preferred.
  • Certified Agile Scrum Master (CSM) preferred.
