Position Overview
The FFSDCS Technical Lead / Lead Technical Developer (Key Personnel) is accountable for technical execution, secure operations, and release quality for FFSDCS?supporting a CMS Major Application that collects, validates, and processes Fee-for-Service data for ASP and CLFS, and expands capabilities to support the Ambulance data collection module. The Technical Lead provides hands-on technical direction and supervises engineering work across a multi-platform environment while ensuring all deliverables conform to CMS quality standards, CMS XLC/SDLC requirements, and security/accessibility policies.
Remote / Telework with occasional onsite at CMS (as required for trainings and any in-person sessions).
Key Responsibilities
Plan, conduct, direct, and supervise technical work to be completed under the contract; provide hands-on technical leadership across development, maintenance, and operations.
Translate requirements into implementable solution designs for web-based data collection workflows, validation/calculation logic, reporting, and secure interfaces aligned to the CMS operating environment.
Lead development and enhancement of online data submission capabilities (file uploads and manual entry), certification workflows, role-based access controls, and auditability.
Ensure solutions operate within CMS Enterprise Portal constraints and authentication patterns (EIDM registration, re-authentication, MFA/OTP) and maintain portal-only access where applicable.
Lead defect correction, security remediation, and enhancements with release rigor that protects time-bound reporting windows and operational stability.
Provide technical change impact analysis for proposed changes (architecture, performance, security, downstream impacts, schedule/resource implications) and support change control decisions.
Implement and support security requirements and annual security activities (e.g., controls assessments, ATO-related evidence, ST&E support) and coordinate technical inputs for audits/IV&V.
Ensure code is documented to CMS expectations (prologues, revision histories, function-level comments) and that Software Development Files (SDFs) and lifecycle artifacts are complete for each release.
Drive technical documentation and knowledge transfer for maintainability (technical specs, design docs, O&M, user/operator manuals) and support training materials as needed.
Requirements
Required Qualifications
Minimum 10 years of software engineering experience delivering enterprise web applications, including production operations/support.
Minimum 5 years in a senior/lead technical role leading or supervising engineers and owning release outcomes.
Strong experience with J2EE/Java application development and deployment (e.g., JBoss/WildFly or comparable app servers).
Hands-on experience with relational databases and SQL (MySQL, Oracle, or equivalent), and building data intake/validation pipelines (file uploads, APIs, batch processing).
Experience with web technologies used for interactive forms and web applications (HTML, JavaScript, and related frameworks).
Experience designing and integrating secure authentication/authorization and role-based access in regulated environments; familiarity with MFA/OTP patterns.
Working knowledge of CMS XLC/SDLC (or comparable federal SDLC), quality standards, and documentation expectations; ability to produce and maintain SRD/RTM, SDD, test plans/cases, release notes, and O&M artifacts.
Familiarity with federal security requirements (FISMA and/or NIST-based controls) and Section 508 accessibility requirements as applied to web applications and deliverables.
Preferred Qualifications
Prior CMS experience, including working with CMS shared services (Portal/EIDM) and Technical Review Board (TRB) readiness processes.
Experience with messaging/integration patterns (e.g., ActiveMQ) and multi-zone / secured architecture concepts.
Experience with HBase or other NoSQL data stores in addition to relational databases.
Experience with SAS or analytics scripting in support of pricing/calculation or reporting needs.
Experience supporting evidence tracking and security documentation workflows (e.g., CFACTS or similar tools).
Education
Bachelor?s degree in Computer Science, Software Engineering, Information Systems, or a related field (or equivalent experience).
Certifications
Agile/Scrum certification (CSM, SAFe, or equivalent) preferred.
Security certification (e.g., Security+, CISSP, or equivalent) preferred.
About the Program
The Fee for Service Data Collection System (FFSDCS) is a CMS Major Application that supports data collection, certification, validation, calculation, and reporting for Medicare Fee-for-Service payment programs, including Average Sales Price (ASP) and Clinical Laboratory Fee Schedule (CLFS), and adds a new module to collect data for the Medicare Ambulance Fee Schedule as required by the Bipartisan Budget Act of 2018.
