Description

SAIC is seeking an experienced Requirements Management Systems Engineer to join our team in providing high-impact Systems Engineering and Technical Advisory (SETA) support for critical national security missions. In this role, you will work within the Ground Enterprise Directorate (GED) of the National Reconnaissance Office (NRO) in Chantilly, VA to modernize systems engineering processes and tools, optimize enterprise operations, and strengthen mission capabilities.

As a Requirements Management Systems Engineer, you will lead the development and management of end-to-end requirements within complex systems engineering domains. Your responsibilities will include coordinating requirements development across diverse stakeholders, aligning engineering needs with enterprise goals, and recommending process improvements and solutions to enhance enterprise systems engineering modernization. Your work will shape the development of data standards and tools crucial to transforming GED's engineering capabilities, all while collaborating within fast-paced Agile development environments.

Key Responsibilities to include:
  • Requirements Management:
    • Lead the development, analysis, and documentation of systems engineering requirements for GED, ensuring all requirements align with mission objectives and enterprise-level goals.
    • Manage the Enterprise-level management of requirements from Statement of Capabilities statements to requirements validation at the System Program Office level.
    • Facilitate requirements working groups to engage stakeholders, elicit input, refine requirements, and ensure traceable alignment across systems and projects.
  • Systems Engineering Modernization:
    • Support the development and enhancement of systems engineering capabilities and tools to drive GED's enterprise-wide digitization and modernization initiatives.
    • Assess current enterprise systems engineering processes and recommend innovative solutions and tools to improve efficiency, collaboration, and engineering rigor.
    • Collaborate with other SAIC team members and GED groups to implement strategic process improvements and ensure compliance with modernized systems engineering standards.
  • Data Standards Development:
    • Lead efforts to define, document, and implement enterprise-level data standards to support digital engineering, system integration, and operational efficiency.
    • Ensure data standards meet enterprise requirements and are scalable, interoperable, and aligned with organizational goals.
  • Agile Development Support:
    • Actively participate in Agile project teams to enable iterative development and effective requirement prioritization.
    • Utilize Agile project management tools, such as Jira and Confluence, for tracking requirements, progress, and team collaboration.
    • Bridge the gap between systems engineering processes and Agile software development methodologies, facilitating their integration.
  • Collaboration and Communication:
    • Collaborate with System Program Offices (SPOs), mission partners, and technical teams to identify innovative requirement solutions that improve engineering capabilities across GED.
    • Lead and participate in technical reviews, presenting and justifying requirements strategies and process recommendations to senior government leaders and stakeholders.
    • Prepare and deliver professional reports and visualizations that effectively communicate results and align with decision-makers' needs.


Qualifications

Required Education & Experience:
  • Bachelor's degree in a STEM discipline (e.g., Systems Engineering, Engineering, Computer Science, Mathematics) or Project Management with at least 9+ years of relevant experience, Master's degree and 7+ years of relevant experience, or Ph.D. and 5+ years of relevant experience.
  • Active Top Secret/SCI with CI Poly
  • Proven experience in requirements management, including elicitation, decomposition, traceability, verification, and validation across technical and programmatic domains.
  • Strong familiarity with Agile development frameworks and tools (Jira, Confluence, etc.), with an ability to integrate systems engineering within Agile environments.
  • Expertise in developing and implementing modern systems engineering processes, solutions, and tools supporting enterprise-level objectives.
  • Experience developing and standardizing data models and data governance frameworks.
  • Excellent organizational and collaboration skills, with a demonstrated ability to facilitate diverse working groups and align all stakeholders.
  • Effective analytical and problem-solving skills, capable of evaluating requirements data and processes to provide actionable recommendations for improvement.
  • Strong verbal and written communication skills, with demonstrated ability to engage technical experts and senior government leaders alike, conveying technical topics in clear, impactful ways.
  • Demonstrated ability to work productively in a high-tempo and dynamic environment, managing priorities and delivering on deadlines while maintaining quality and precision.
  • Experience working in the Intelligence Community (IC) or with the National Reconnaissance Office (NRO) a PLUS!


Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
