Description SAIC is seeking a highly skilled IT Systems Engineering Governance Specialist in
Vandenberg, CA to support the Ferranti/Caledonia SETA advisory contract, providing strategic and operational governance services to the NRO Business Function (NBF) 50 Manager and/or Directorate. In this role, you will be responsible for drafting and publishing governance-related policies, supporting directorate governance fora, implementing optimization processes, and ensuring compliance to drive maturation and advancement of IT systems governance processes.
This position plays a critical role in ensuring the efficient, consistent, and compliant operation of NRO programs, services, and operations, balancing a mixture of advisory, policy, and programmatic responsibilities to foster effective practices and risk mitigation across the directorate's functions.
Key Responsibilities:
- Policy Development and Governance Documentation.
- Draft, edit, and publish governance-related policies, strategies, plans, procedures, and requirements in accordance with NRO protocols as well as CIO and COMM Governance directives.
- Ensure all governance documents are compliant with NRO standards and appropriately address program, operational, and service objectives.
- Governance Forum Support.
- Facilitate and support Group- and Office-level governance fora, ensuring efficient and timely execution of directorate staff, programmatic, financial, and operational functions.
- Provide recommendations and assist in decision-making processes to streamline governance workflows and improve operational outcomes.
- Process Implementation and Improvement.
- Support, adapt, and implement governance processes to drive maturation and continuous improvement across directorate IT systems.
- Proliferate consistency and compliance while ensuring the scope, roles, and effectiveness of CIO and directorate functions are well-defined and executed.
- Annual Statement of Assurance (SOA).
- Lead and manage the processes and deliverables for the Annual Statement of Assurance (SOA), ensuring the timely achievement of required milestones and adherence to programmatic standards.
- Policy and Compliance Audits.
- Conduct regular policy and regulatory compliance assessments, ensuring the directorate functions align with relevant governance directives.
- Identify program risks, recommend mitigations, and provide actionable insights to promote compliance and reduce exposure to regulatory risks.
Qualifications REQUIREMENTS:- Bachelors in a STEM related field and five (5) years or more experience; Masters in a STEM related field and three (3) years or more experience.
- Must possess and maintain a current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with Poly.
- Experience preparing and updating technical documentation and briefings; participation with System Engineering reviews and Change Management Boards.
- Experience working risk.
- Experience with Intelligence Community (IC) infrastructure is a plus.
- PMP is a plus, but not required.
- ITIL certification is a plus, but not required.
- INCOSE Associate Systems Engineering Professional (ASEP) is preferred.
Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
