Summary

GovCIO is currently hiring for an Operations Security (OPSEC) Analyst to support OPSEC planning, assessments, analysis, and risk mitigation in support of 16th Air Force (AFCYBER) operations, with an emphasis on garrison mission environments. The OPSEC Analyst will identify vulnerabilities, assess threats, recommend mitigation strategies, and support the integration of existing AI/ML-enabled tools and relevant intelligence into OPSEC workflows and operational decision-making.

The ideal candidate will possess knowledge of DoD and Air Force OPSEC policy and doctrine, strong analytical and professional writing skills, familiarity with Air Force operational and intelligence processes, and practical experience assessing how emerging AI capabilities can support mission requirements.

This position will be located at Lackland AFB, TX and will be an on-site position.

Responsibilities

Provides OPSEC analytical support for cyber and multi-domain operational planning, assessments, and garrison mission activities, including the evaluation of AI-enabled capabilities and relevant intelligence integration.

  • Identifies risks to sensitive and critical information by analyzing threats, vulnerabilities, observable indicators, aggregation risks, and potential mission impacts.
  • Develops and executes OPSEC plans, OPSEC External Assessments (OEAs), OPSEC Management Assessments (OMAs), and other OPSEC-related assessments.
  • Produces clear, concise, and technically accurate assessment reports, analytical products, executive summaries, findings, and mitigation recommendations for operational and senior leadership audiences.
  • Provides OPSEC expertise during operational planning to identify critical information, vulnerabilities, adversary collection opportunities, and appropriate countermeasures.
  • Evaluates operational processes, technical indicators, physical activities, and publicly available information for potential OPSEC vulnerabilities.
  • Researches emerging threats, technologies, intelligence reporting, and methodologies that may impact OPSEC and mission assurance.
  • Identifies and evaluates existing capabilities, including data analytics, visualization tools, large language models (LLMs), AI agents, and AI/ML-enabled technologies, that may improve garrison OPSEC planning, assessments, training, and workflows; supports use-case identification, requirements development, and coordination with technical stakeholders rather than production software or model development.
  • Develops and delivers OPSEC briefings, working groups, and training for operational personnel, staff, and senior leaders.
  • Collaborates with intelligence, counterintelligence, cybersecurity, operations, and planning stakeholders to integrate OPSEC considerations and relevant all-source intelligence into mission activities and risk assessments.
  • Supports quality assurance for OPSEC assessments and written products and documents findings, lessons learned, and recommendations for responsible adoption of AI-enabled workflows.
  • Supports CONUS and OCONUS assessments and mission requirements as needed.

Qualifications

  • Demonstrated experience identifying critical information, vulnerabilities, adversary collection opportunities, and mitigation strategies.
  • Strong professional and technical writing skills, with the ability to develop customer-ready assessment reports, executive summaries, analytical products, findings, and recommendations.
  • Strong analytical and critical-thinking skills.
  • Experience developing and presenting briefings to senior military or government leadership.
  • Ability to translate complex operational and technical information into clear, concise, and actionable products.
  • Ability to work independently and collaboratively within a multidisciplinary team.
  • Ability to travel CONUS and OCONUS as required.

  • Experience conducting OEAs and OMAs.
  • Experience supporting Air Force, Joint, or other DoD operational planning environments.
  • Experience producing reports and briefings for senior military leadership.
  • Familiarity with data analytics, publicly available information (PAI) analysis, visualization platforms, LLMs, prompt engineering, AI agents, and AI/ML-enabled capabilities applicable to garrison OPSEC; experience evaluating existing tools and translating operational needs into practical AI use cases is a plus.
  • Experience supporting 16th Air Force or AFCYBER missions, including coordination across intelligence, cyber, and operational stakeholders.
  • Experience with all-source intelligence fusion, threat intelligence integration, or translating intelligence insights into OPSEC assessments and mission planning.
