About the Role
Redhorse is seeking an Alternative Construction Methods Specialist to serve as a trusted technical advisor to Headquarters Air Force Civil Engineers and Enterprise Partner Organizations (SAF/IE, AFIMSC, AFCEC). This role will drive the adoption of innovative construction delivery methods, including progressive design-build (PDB), Other Transactional Authorities (OTA), and Commercial Solutions Openings (CSO), to advance MILCON program development and execution. The specialist will ensure compliance with DoD policy and design standards while improving infrastructure delivery speed and cost-effectiveness.

About the Role

The specialist will ensure compliance with DoD policy and design standards while improving infrastructure delivery speed and cost-effectiveness.
Key Responsibilities
- Strategic Advisory & Innovation:
- Provide expert guidance on alternative construction delivery methods (PDB, OTAs, CSOs).
- Develop and implement strategies to integrate innovative acquisition approaches into Air Force infrastructure programs.
- Advise leadership on rapid acquisition of emerging technologies and solutions.
- Policy & Process Improvement:
- Assist in drafting policy updates, guidance, and best practices for alternative construction methods.
- Monitor emerging trends and recommend process improvements for MILCON and infrastructure investments.
- MILCON Program Development & Execution:
- Support planning, procurement, and execution of projects using alternative acquisition authorities.
- Develop acquisition, contracting, and negotiation strategies leveraging OTAs and CSOs.
- Collaborate with contracting officers, legal teams, and program managers to ensure compliance while maximizing efficiency.
- Coordinate with government personnel on project implementation, design guides, and programmatic criteria (e.g., NFPA standards, POM submissions).
- Perform MILCON program analysis and prepare trend, compliance, and requirements reports.
- Draft, review, validate, and submit project packages while implementing process improvements.
- Stakeholder Engagement & Training:
- Coordinate with MAJCOMs, industry partners, and DoD stakeholders to identify opportunities for alternative construction methods.
- Engage nontraditional defense contractors, small businesses, and research institutions, ensuring compliance with participation requirements.
- Lead workshops and training sessions to enhance organizational capability in innovative acquisition strategies.
Required Experience/Clearance
- Bachelor's degree in Engineering, Architecture, Construction Management, or related field (Master's preferred).
- Minimum 4 years in federal construction or acquisition programs, including 3 years in alternative delivery methods (PDB, OTAs).
- Experience with innovative facility and infrastructure design and construction methodologies.
- Expertise in OTA and CSO mechanisms, including understanding governing authorities (e.g., 10 U.S.C. 4022).
- Experience engaging nontraditional defense contractors, small businesses, and research institutions.
- Experience executing MILCON projects in compliance with DoD policy and standards.
- Strong knowledge of design-build principles and collaborative project delivery.
- Ability to develop tailored acquisition, contracting, and negotiation strategies.
- Excellent communication, stakeholder management, and regulatory navigation skills.
- Capacity to propose innovative solutions within complex environments.

- FAC-C or DAWIA Level II/III in Contracting
