Position Overview
The Senior QA Tester will play a critical role in validating the accuracy, compliance, and performance of Health and Human Services (HHS) eligibility and benefits systems. This position requires handson experience testing federal and state assistance programs including SNAP, TANF, Child Care Assistance (CC), and Child Support Enforcement (CSE) with a strong focus on eligibility determination, benefit issuance, case management workflows, and regulatory compliance.
The Senior QA Tester will collaborate closely with business analysts, policy experts, developers, and QA leadership to ensure highquality system functionality that aligns with program rules and federal/state guidelines.
Key Responsibilities
Test Planning & Execution
Analyze business requirements, policy rules, and system specifications to develop comprehensive test scenarios and test cases.
Execute functional, integration, regression, and endtoend testing for eligibility determination and benefit issuance processes.
Validate system logic for intake, verification, redetermination, sanctions, overpayments, notices, and benefit calculations.
Perform data validation testing, including eligibility rules engine outputs and benefit issuance transactions.
Document test results, identify defects, and collaborate with development teams to ensure timely resolution.
ProgramSpecific Functional Testing
Test eligibility determination rules and benefit issuance workflows for:
SNAP household composition, income, deductions, allotment calculations.
TANF work participation, time limits, benefit calculations, sanctions.
Child Care Assistance (CC) provider payments, eligibility periods, copayments.
Child Support Enforcement (CSE) case establishment, enforcement actions, payment processing.
Ensure system behavior aligns with federal and state regulations, policy updates, and program integrity requirements.
Validate notices, correspondence, and document generation for accuracy and compliance.
Quality Assurance Documentation
Create and maintain test plans, test cases, test data, and traceability matrices.
Log, track, and retest defects using standard QA tools.
Provide clear and detailed QA documentation for audits, certification, and project milestones.
Collaboration & Communication
Work closely with business analysts, developers, and QA Leads to clarify requirements and ensure test coverage.
Participate in requirement walkthroughs, design reviews, and sprint ceremonies.
Support User Acceptance Testing (UAT) by preparing test data, assisting users, and validating results.
Required Qualifications
5+ years of handson QA testing experience, preferably in publicsector HHS systems.
Direct experience testing eligibility determination and benefit issuance for SNAP, TANF, CC, and/or CSE programs.
Strong understanding of federal and state program rules, case management workflows, and benefit calculation logic.
Experience with test management and defect tracking tools (e.g., JIRA, Azure DevOps, ALM).
Ability to create detailed test cases and test data based on complex policy rules.
Strong analytical, problemsolving, and documentation skills.
Experience working in Agile or hybrid SDLC environments.
Preferred Qualifications
Experience with integrated eligibility systems or modernization projects.
Familiarity with federal certification processes (e.g., SNAP FNS certification).
Working knowledge of SQL for data validation.
Experience testing APIs, interfaces, and batch processes.
Prior experience with state HHS agencies or largescale government IT programs.
