Job Summary
GD Resources LLC is seeking an experienced Program Manager to provide overall program management and coordination for Facilities Management activities, projects, personnel, construction, renovation, engineering, and maintenance initiatives at the Michael E. DeBakey VA Medical Center.
The Program Manager will oversee multiple projects and multidisciplinary teams, coordinate contractor resources, manage schedules and risks, track program performance, and serve as a key liaison between VA Facilities Management, contractors, COR, Contracting, Safety, clinical departments, and other stakeholders.
Key Responsibilities
  • Provide overall program management for the facilities support program.
  • Develop and maintain work plans, service requirements, schedules, milestones, and deliverables.
  • Coordinate contractor personnel and resources across multiple projects and activities.
  • Develop and maintain an Integrated Master Schedule (IMS).
  • Monitor project and program performance metrics.
  • Prepare monthly and quarterly status reports.
  • Maintain program risks, issues, action items, dependencies, and critical paths.
  • Coordinate with VA Facilities Management, COR, Contracting, Safety, clinical departments, and other stakeholders.
  • Lead weekly or biweekly program coordination meetings.
  • Prepare leadership briefings, presentations, and decision-support documentation.
  • Communicate construction impacts, facility outages, schedule changes, and significant risks.
  • Identify opportunities for process improvement and implement effective solutions.
  • Ensure contractor activities comply with contractual requirements and applicable VA policies and procedures.
  • Coordinate activities associated with construction, renovation, maintenance, engineering, and facilities support.
  • Provide timely communication regarding program status, issues, risks, and required decisions.
Minimum Qualifications
  • 10+ years of relevant program/project management experience.
  • Current PMP certification is required.
  • Experience managing complex facilities, engineering, construction, renovation, maintenance, or similar programs.
  • Demonstrated experience managing multiple projects and multidisciplinary teams.
  • Strong experience with:
    • Program/project scheduling
    • Risk and issue management
    • Performance reporting
    • Stakeholder management
    • Contractor coordination
    • Integrated master scheduling
  • Excellent written and verbal communication skills.
  • Strong organizational, analytical, and problem-solving abilities.
Preferred Experience
Experience working in one or more of the following environments is highly desirable:
  • Department of Veterans Affairs (VA)
  • Federal government
  • Hospital/healthcare facilities
  • Military facilities
  • Large or complex institutional environments
  • Construction or facilities management organizations
Work Schedule
The VA operates 24 hours per day. Operational shifts include:
  • 1st Shift: 7:30 AM – 4:00 PM
  • 2nd Shift: 3:30 PM – 12:00 AM
  • 3rd Shift: 11:30 PM – 8:00 AM
The Program Manager's actual schedule will be established based on program and VA operational requirements. Occasional coordination outside normal business hours may be required due to construction activities, outages, emergencies, or facility operations
