Location: Remote β Candidates must be local to Oklahoma. In-person attendance may be required for select on-site meetings.

Position Overview
We are seeking experienced Application Developers for our Client to support a major application modernization initiative. The selected developers will work closely with technical staff, business analysts, testers, and project managers to modernize legacy applications and transition critical business systems to a scalable, secure, and maintainable Azure-based architecture.
The modernization initiative addresses long-standing challenges including fragmented workflows, manual processes, limited scalability, stability issues, and technical debt associated with legacy technologies.
The modern technology environment includes C#/.NET, REST/Web APIs, Angular 16+, Azure SQL Managed Instance, Azure Function Apps, Azure DevOps, Git, and modern document management/process automation solutions.

Education & Experience
- Bachelor''s degree in Computer Science, Management Information Systems (MIS), or a related field preferred.
- 3β5 years of relevant application development experience preferred.
- An equivalent combination of education and professional experience may be considered.
Key Responsibilities
- Perform all aspects of application development, including coding, unit testing, documentation, code reviews, and pull request submission for TRS staff review.
- Design, develop, enhance, and maintain application components that meet functional and technical requirements.
- Develop and maintain applications using C#/.NET, Angular, Web/REST APIs, SQL, and Azure technologies.
- Develop APIs, system interfaces, integrations, and automation workflows.
- Translate technical and functional specifications into maintainable, production-ready software.
- Participate throughout the Software Development Life Cycle (SDLC), including Agile development activities.
- Develop clear and actionable user stories, acceptance criteria, and technical documentation.
- Assist with maintaining and prioritizing the application development backlog.
- Perform code reviews and follow established development, security, and quality standards.
- Deliver high-quality software with minimal defects.
- Support both legacy systems and newly modernized applications during the transition period.
- Collaborate with TRS technical staff, analysts, testers, business stakeholders, and project managers.
- Manage multiple development assignments while meeting established project timelines.
- Communicate technical concepts clearly to both technical and non-technical audiences.
Required Knowledge & Competencies
Candidates should demonstrate:
- Knowledge of modern application development frameworks and programming languages.
- Knowledge of secure coding practices and application security principles.
- Strong understanding of SDLC methodologies, including Agile.
- Understanding of business process analysis and functional design principles.
- Knowledge of documentation standards, user story development, and acceptance criteria.
- Familiarity with legacy application architectures, technologies, integrations, and system dependencies.
- Ability to understand and apply TRS business rules, including rules related to the Pension Software System.
- Strong analytical, troubleshooting, and problem-solving skills.
- Ability to work independently while collaborating effectively within cross-functional teams.
- Ability to manage multiple priorities in a long-term modernization environment.
Current Technology & Project Environment
The organization is actively transitioning from legacy systems to a modern Azure-based application environment.
Key milestones and current-state activities include:
- Legacy systems were migrated from on-premises infrastructure to Microsoft Azure in May 2024.
- The member portal was modernized in July 2025.
- Information Systems resources currently support existing legacy applications while simultaneously developing modernized solutions.
- A formal Project Charter and Software Development Life Cycle (SDLC) have been established and are currently in practice.
- The development environment and foundational architecture for modern applications have been defined and are nearing completion.
- Modernization technologies include Angular, REST APIs, Azure SQL Managed Instance, Azure Function Apps, and a document management/process automation platform, pending final platform evaluation.

- Move all major systems to the Microsoft Azure platform.

- Retire ALICE and eliminate associated legacy technical debt.

- Reduce application maintenance effort, infrastructure costs, and reliance on manual workarounds.
Ideal Candidate
The ideal candidate is a hands-on full-stack .NET developer who can contribute immediately to a long-term modernization program. The candidate should be comfortable developing C#/.NET APIs and Angular 16+ applications, working extensively with SQL and Azure, participating in Azure DevOps/Git-based development workflows, and supporting the migration from legacy systems to modern cloud-native applications.
Because occasional on-site meetings may be required, candidates must be local to Oklahoma.
