The candidate will oversee technology readiness for storm seasons, emergency events, and Emergency Operations Center (EOC) activation.

This role requires strong enterprise IT program management, vendor coordination, operational resilience, and executive communication skills. The ideal candidate will work closely with business operations, IT teams, system integrators, and technology vendors to ensure reliable emergency response capabilities and continuous operational improvement.

Key Responsibilities

1. Technology Strategy & Roadmap

  • Own the EP&R technology roadmap, program priorities, delivery plans, and improvement initiatives.

  • Translate business and operational requirements into technology solutions, milestones, and implementation plans.

  • Identify opportunities to improve operational resilience, situational awareness, predictive capabilities, and restoration effectiveness.

  • Align technology investments with business priorities and emergency response objectives.

2. Emergency Readiness & Operational Resilience

  • Lead technology readiness planning for storm seasons, emergency events, and EOC activation.

  • Oversee readiness of situational awareness platforms, damage assessment tools, and Incident Management Team (IMT) support systems.

  • Coordinate technology testing, emergency exercises, contingency planning, and post-event reviews.

  • Ensure critical technology dependencies, support procedures, escalation paths, and recovery plans are documented.

  • Drive continuous improvement based on lessons learned from emergency events and operational exercises.

3. Program & Delivery Management

  • Drive day-to-day program execution across application, infrastructure, integration, and operations teams.

  • Manage project schedules, milestones, dependencies, risks, issues, budgets, and resource requirements as applicable.

  • Coordinate implementation, testing, release readiness, and operational handoffs.

  • Resolve cross-functional blockers and escalate decisions requiring IT Director or business leadership intervention.

  • Track delivery progress and ensure accountability for milestones and deliverables.

4. Vendor & Stakeholder Management

  • Coordinate internal IT teams, business stakeholders, Cognizant, system integrators, and technology vendors.

  • Establish clear ownership of deliverables, service expectations, issue resolution, and vendor performance.

  • Monitor vendor commitments and address delivery gaps.

  • Identify opportunities to consolidate fragmented support responsibilities and improve delivery efficiency.

5. Governance & Executive Reporting

  • Maintain program dashboards, technology roadmaps, risk registers, action logs, and delivery status reports.

  • Report operational readiness, progress, key risks, investment requirements, and decisions directly to the IT Director.

  • Lead stakeholder reviews and ensure action items are tracked through closure.

  • Provide transparent reporting on program performance, resource constraints, and emerging issues.

Required Qualifications & Experience

  • Significant experience managing enterprise IT programs, preferably in utilities, energy, or critical infrastructure.

  • Strong understanding of enterprise applications, system integrations, infrastructure, and IT service delivery.

  • Experience managing cross-functional teams, vendors, system integrators, and senior stakeholders.

  • Demonstrated ability to independently manage complex programs and make execution decisions.

  • Strong planning, risk management, problem-solving, communication, and executive reporting skills.

  • Experience with emergency response, disaster recovery, business continuity, storm operations, or operational readiness is highly desirable.
