Job Title:  Business Analyst
Location:  Albany, NY (Hybrid)
Duration: 7 Months (with potential for extension)
Start Date:  September 7, 2026
Hourly Rate:  $65-$85/hour

Overview:

We are seeking a Business Analyst who will support our NYS client with the delivery of an Integrated Eligibility System. This role will lead requirements gathering, business process analysis, and stakeholder collaboration across complex Human Services workstreams, including Child Support. The Business Analyst will translate business needs into validated functional and system requirements and help ensure technology solutions align with program and project objectives.


Duties:
  • Lead requirements-gathering sessions with subject matter experts, business stakeholders, and technical teams.
  • Analyze diverse business rules, stakeholder needs, legacy processes, and complex functional domains supporting the Integrated Eligibility System.
  • Document and validate business, functional, and system requirements throughout the project lifecycle.
  • Conduct business process analysis and develop As-Is and To-Be process flows, user stories, functional specifications, and wireframes.
  • Identify, document, and validate system requirements supporting continuous integration and deployment.
  • Facilitate stakeholder meetings and workgroups to validate requirements, review solutions, and resolve business or functional issues.
  • Evaluate requirements and prepare recommendations or proposals for best-fit technology solutions.
  • Collaborate with business and technical teams to support web-based, client-facing applications and ensure solutions align with organizational goals and project objectives.


Mandatory Qualifications:
  • 7+ years experience working on complex projects, including 2+ years in a leadership role as a Business Analyst.
  • 7+ years experience of client-focused business and requirements analysis experience, including working on a team of Business Analysts, conducting requirements-gathering sessions, analyzing requirements, and producing requirements documentation.
  • 7+ years of experience identifying, documenting, and validating system requirements for continuous integration and deployment.
  • Experience preparing proposals for best-fit technology solutions based on elicited requirements.
  • 2+ years of experience working within an Integrated Eligibility System program across multiple workstreams, including Child Support, in a Health and Human Services setting.
  • 7+ years of experience eliciting, documenting, and validating business and system requirements for large-scale modernization projects, including analysis of legacy systems, business rules, and complex functional domains, with a focus on the Human Services Child Support domain.
  • 7+ years of experience conducting business process analysis and creating requirements documentation, including As-Is and To-Be process flows, user stories, functional specifications, and wireframes, using Blueprint or a similar requirements management tool.
  • 7+ years of experience facilitating stakeholder meetings and workgroups to gather requirements, validate solutions, and support delivery of web-based, client-facing applications.
