DESCRIPTION OF SERVICES
Texas Department of Licensing and Regulation requires the services of 1 QA/Test Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of QA/Test Manager 2, Quality Assurance (QA) and Testing and the specifications outlined in this document for the Texas Department of Licensing and Regulation.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Licensing and Regulation and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Licensing and Regulation will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
- Perform highly advanced managerial tasks related to QA and testing activities as well as analysis and testing tasks related to software development and configuration.
- Responsible for activities during all phases of the system development life cycle including analyzing, diagnosing and resolving reported software problems and troubleshooting system issues for internal and external clients.
- Define and review the User Acceptance Testing (UAT) strategy specific to TDLR modernization projects (guidance to team during Soft UAT as well) and align resources and Subject Matter Experts (SME) for all review and testing activities.
- Coordinate sprint review feedback with Vendor staff and business SMEs.
- Review of Test Cases received from Vendor with SMEs and suggest edits.
- Work with business users and SMEs to create and update test cases, perform testing, and provide test results/reports (i.e. success/pass, defects, issues/concerns, etc.).
- Act as the main point of contact between IT Division, business users, and Vendor.
- Lead triage efforts and the tracking, prioritizing, and managing of defects.
- Review defects for themes, conduct root cause analysis, and suggest improvements.
- Provide and review weekly updates on UAT progress and results.
- Provide testing-related project status updates, progress on defects, and check progress on requirement traceability and coverage.
- Ensure UAT exit criteria are met and obtain final sign-off from the business.
- Perform other duties as assigned by the Project Manager.

III. TERMS OF SERVICE
Services are expected to start 04/01/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
- WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Licensing and Regulation. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 1106 Clayton Lane, Austin, Texas 78723. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Licensing and Regulation will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Licensing and Regulation.
