Overall Assignment Description:

Senior-level Software Engineer assist in leading the design and development of software solutions for complex applications problems, API design, data services, platform services, cloud services and infrastructure services to meet user requirements and align to strategic goals and the Enterprise Architecture. The Senior-Level Software Engineer understands/performs software development and assists with making high-level design choices and helps identify technical standards, including software coding standards, tools, and platforms. Develop and manage the source code to support of baseline service deployments. Support the integration of code baselines into the production instance. Add functionality to allow edits of published entities outside the baseline cycle to correct mistakes.

This position supports NGA's Compartmented GEOINT Program Management Office (CGPMO), and specifically, the Enterprise Schedule Management and Risk functions within. This individual focuses on providing program and customer leadership, developing the overall view of the health of the schedule enterprise, risks and dependencies, deep dive achievability assessments of development contractor schedules and performance metrics on program deliverables and risks. Selected candidate will work side by side with government and contractor teammates to develop/leverage tools for visualization and management of the CGPMO schedule management and risk data.

Duties include:
  • Guides Mid-Level and Junior-Level software engineers in the design, development, maintenance, and documentation of software requirements ensuring traceability to solution architecture and requirements.
  • Assists with the analysis of user requirements, procedures, and problems to automate or improve existing software systems.
  • Guides Mid-level and Junior-level software engineers in the development of proposed changes to the software solutions architecture design based on analysis of requirements and new technology.
  • Assist with high-level software design choices and technical standards, including software coding standards, tools, and platforms.
  • Creates prototypes to evaluate new technologies.
  • Collaborate with government leadership and enterprise schedule management subject matter experts to design and maintain tools to be leveraged across the customer's enterprise which allow agency personnel to be able to visualize schedule management and risk data.
  • Work with government and contractor personnel supporting architecture, release management, and other teams as required to design and develop approaches to integrate data to be presented with tools developed for the management and visualization of the enterprise schedule management data.
  • Ensure that tools developed for the management and visualization of the enterprise schedule management and risk data include required security and access controls.
  • Provide status and updates to government, program and team leadership regarding programmatic and technical progress achieved toward timely delivery of solutions.
  • Provide briefings to internal team and assist with briefings to senior government customers.
  • Work collaboratively in a multi-contractor/FFRDC environment.
  • Assists government in performing systems integration activities.
  • Explains technical issues clearly/accurately to technical/non-technical audiences.
  • Established effective customer relationships with senior level government personnel with the ability to work independently and within a team environment.
  • Leads the preparation of documents, records, forms, reports and plans covering systems engineering and integration activities responsible for delivering complex schedules while identifying critical paths and cross project dependencies and risks.

Skills and Experience:

Required:
  • Bachelor's degree in Computer Science, Information Technology, Management Information
  • Systems, or related STEM degree program.
  • Senior-level working experience in government or industry in relevant work areas including:
  • Experience in more than one of the following areas: cloud computing, service orientation, containerization, micro-services, API development or DevSecOps.
  • Experience building and delivering working products to customers in a modern, cloud-based software environment. Client Servers and managing MySQL database operations in a web environment.
  • Experience with:

  • Bachelor's degree in Systems Engineering or in related technical or scientific fields such as engineering, physics, mathematics, operations research, engineering management, Computer Science, Information Technology, Management Information Systems or related STEM degree program.
  • 12 years of experience in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
  • Demonstrated experience with the systems engineering lifecycle.
  • Demonstrated experience in managing system interfaces and end-to-end systems integration of new and existing capabilities.
  • Demonstrated experience with schedule planning tools, specifically MS Project and Primavera
  • Demonstrated experience with JIRA and VBA
  • Demonstrated experience creating an integrated master schedule, identifying and tracking activities and major tasks, assignments, milestones, dependencies and risks.
  • Demonstrated experience supporting the assessment, evaluation and deployment of new or emerging technologies into operations or the architectural impacts and a recommendation path forward.
  • Demonstrated experience in project management or technical team leadership.

  • Master's degree in Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
