STIP Data Analyst III, IV, or V - TPP Division - Austin, TX

Position Information

The Statewide Transportation Improvement Program (STIP) Branch is seeking a highly skilled and motivated Data Analyst III -V to support critical statewide transportation planning and programming efforts. This position plays a key role in managing, analyzing, and validating transportation project data associated with the STIP, including coordination with Metropolitan Planning Organizations (MPOs), TxDOT Districts, and federal partners.

The selected candidate will perform advanced data analysis, develop and maintain data quality controls, support consistency reviews between planning documents (e.g., STIP, TIP, and long-range plans), and contribute to process improvements and system enhancements such as automation and the eSTIP platform.

Responsibilities include interpreting federal and state requirements, preparing reports and decision-support tools, and ensuring accuracy and compliance in project programming data. Ideal candidates will demonstrate strong analytical skills, proficiency in data tools (e.g., Excel, databases, data visualization tool, or programming languages), attention to detail, and the ability to collaborate across multidisciplinary teams. Experience with transportation planning, project programming, or public-sector data systems is highly desirable.

Position Description

Performs moderately complex data analysis and data research work. Work involves conducting detailed analysis and extensive

research on data and providing results in various formats. Monitors and implements measures to ensure data quality. Responsible

for using standard statistical tools, methods and techniques to translate data into actionable insights using data visualization

software. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Data Analyst IV:

Performs complex data analysis and data research work. Work involves conducting detailed analysis and extensive research on data and providing results in various formats. Monitors and implements measures to ensure data quality. Responsible for using standard statistical tools, methods and techniques to translate data into actionable insights using data visualization software. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Data Analyst V:

Performs highly complex data analysis and data research work. Work involves conducting detailed analysis and extensive research on data and providing results in various formats. Monitors and implements measures to ensure data quality. Responsible for using standard statistical tools, methods and techniques to translate data into actionable insights using data visualization software. Serves as a project lead. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Duties:

Data Analyst III:

• Analyzing, validating, and maintaining Statewide Transportation Improvement Program (STIP) project data to ensure accuracy and completeness.
• Supports Statewide Transportation Improvement Program (STIP) development and quarterly revision activities, including data entry, updates, and basic reconciliation tasks.
• Coordination efforts with MPOs, TxDOT districts, and internal staff to collect and verify project information.
• Generates standard reports, summaries, and data outputs to support program tracking and analysis.
• Provides support for STIP review and approval processes, including documentation tracking and data compilation.
• Works under established guidelines and procedures for Statewide Transportation Improvement Program (STIP) data management activities.

Data Analyst IV:

• Independently analyzes, validates, and maintains Statewide Transportation Improvement Program (STIP) project data, ensuring compliance with state and federal requirements.
• Coordinates with MPOs, TxDOT districts, and internal divisions to review and reconcile project data across Transportation Improvement Program (TIP), Statewide Transportation Improvement Program (STIP), and long-range planning documents.
• Performs detailed data quality reviews, including fiscal constraint checks, project grouping validation, and consistency analyses.
• Develops and maintains reports, dashboards, and analytical tools to support program monitoring and decision-making.
• Supports Statewide Transportation Improvement Program (STIP) development and revision processes, including preliminary review, comment resolution, and stakeholder coordination.
• Provides technical assistance and guidance to Metropolitan Planning Organizations (MPOs) and staff on data requirements, tools, and processes.
• Identifies and implements process improvements and contributes to enhancements of Statewide Transportation Improvement Program (STIP) data systems and workflows.

Data Analyst V

• Leads advanced analysis, validation, and oversight of Statewide Transportation Improvement Program (STIP) project data to ensure statewide consistency, accuracy, and regulatory compliance.
• Oversees and coordinates Statewide Transportation Improvement Program (STIP) data review processes across MPOs, districts, and divisions, resolving complex data and programming issues.
• Directs the development of complex analytical products, dashboards, and decision-support tools to support statewide planning and programming activities.
• Provides expert-level guidance on Statewide Transportation Improvement Program (STIP) policies, data standards, and federal requirements to ensure program compliance.
• Leads process improvements, data governance initiatives, and system enhancements (e.g., e-STIP and related tools).
• Represents the Statewide Transportation Improvement Program (STIP) program in internal and external meetings, stakeholder coordination efforts, and interagency collaboration activities.
• Leads, train, and mentor staff; reviews work products and provides leadership on complex or high-priority assignments.
