Key Responsibilities

Reporting & Development

• Design, develop, modify, and maintain reports using:
  • PeopleSoft Query Manager / Query Viewer
  • BI Publisher (XML Publisher)
  • PS Query with complex joins and expressions
  • SAP Business Objects
• Translate business requirements into technical reporting specifications.
• Develop report templates, layouts, and BI Publisher bursting configurations.
• Analyze PeopleSoft Financials data structures, relationships, keys, and effective-dated records.
• Optimize report performance for large statewide datasets.
• Support report migration across development, test, and production environments.

Functional & Business Support

• Collaborate with business users and functional analysts to gather reporting requirements.
• Validate report logic and data accuracy.
• Support System Integration Testing (SIT), User Acceptance Testing (UAT), and regression testing.
• Create and maintain:
  • Functional Design Documents (FDDs)
  • Data dictionaries
  • Report inventories
  • Test plans
  • Run books
• Provide end-user support, troubleshooting, and reporting guidance.

CAPPS & PeopleSoft Support

• Support CAPPS Financials functional design and configuration activities.
• Configure and support PeopleSoft features including:
  • Page and Field Configurator
  • Drop Zones
  • Event Mapping
  • Page Composer
• Participate in CAPPS expansion projects, upgrades, PUM updates, and legislative changes.

Security & Compliance

• Ensure reports comply with:
  • Row-level security
  • Role-based security
  • Statewide privacy policies
• Maintain WCAG 2.1 accessibility compliance.
• Support SOC-1 audit activities.
• Participate in Disaster Recovery testing and upgrade validation.

IT Operations

• Provide Level-2 Service Desk support.
• Participate in Major Incident Management (P1/P2 incidents).
• Work within ITIL-based ITSM and ITAM processes.
• Coordinate with Managed Services Tier-3 teams for complex issues.

Required Skills & Experience

Required (8+ Years)

• Texas Public Sector experience supporting Texas State Government agencies
• PeopleSoft Financials 9.2 reporting
• Financial reporting across PeopleSoft FSCM
• State of Texas financial policies and regulations
• Financials Entity Relationship Diagrams (ERDs)
• SAP Business Objects report development
• BI Publisher (XML Publisher)
• PeopleSoft Query Manager and Query Viewer
• Complex PS Query development
• Data integration and data quality
• SDLC methodologies
• UAT and regression testing
• WCAG 2.1 accessibility compliance
• Vendor and contract management
• Cross-module reporting using:
  • General Ledger (GL)
  • Accounts Payable (AP)
  • Purchasing (PO)
  • Asset Management (AM)
  • Inventory (IN)
  • Travel & Expense (T&E)
  • Project Costing (PC)
• Advanced knowledge of PeopleSoft FSCM table relationships, effective dating, and multi-row logic.

Required (3+ Years)

• CAPPS Central production and expansion support for 100+ agencies and multiple Hub instances
• ITIL, ITSM, and IT Asset Management (ITAM)

Preferred

• CPA experience supporting CAPPS Fiscal Year-End activities
• Experience with legislative changes impacting CAPPS
• Customer-facing experience supporting CAPPS Central and Hub agency expansions

Preferred Candidate Profile

• 8+ years of PeopleSoft Financials reporting experience
• Strong expertise in SAP Business Objects and BI Publisher
• Deep understanding of CAPPS and Texas State Government financial systems
• Excellent analytical, documentation, and stakeholder communication skills
• Ability to work independently with minimal supervision while managing multiple priorities
