Summary

As a Senior Business Analyst - CTLS Business Lead at Gainwell, you will serve as the functional lead supporting Wisconsin's Children's Long-Term Support (CLTS) program. This role requires a highly organized, self-directed lead BA who can independently manage a portfolio of maintenance activities and projects while serving as the primary liaison between Wisconsin DHS, business stakeholders, project teams, and technical resources for the CLTS Functional Area.

The successful candidate must demonstrate strong ownership, accountability, business analysis expertise, and operational awareness. This role extends beyond requirements gathering and requires active leadership of work throughout its lifecycle, ensuring stakeholder alignment, risk management, and successful delivery of business outcomes.

Your role in our mission

Play a critical role in supporting Wisconsin's Children's Long-Term Support (CLTS) program and ensuring Gainwell continues to meet client objectives in a complex Medicaid environment.
  • Serve as the Functional Area Business Lead for CLTS and act as the primary business analysis point of contact for assigned initiatives.
  • Lead and coordinate operational initiatives, maintenance activities, enhancements, change requests, and project-related work from initiation through implementation and closure.
  • Coordinate business analysis activities across business stakeholders, project managers, developers, testers, operations teams, and client representatives while serving as the primary bridge between business and technical teams to define, document, communicate, and validate requirements and solution outcomes.
  • Facilitate requirements elicitation sessions, business process reviews, solution discussions, stakeholder meetings, and client-facing presentations.
  • Own and manage a portfolio of operational work, maintenance activities, and projects, ensuring accurate status tracking, timely progression through established lifecycles, resolution of blockers, and proactive communication of risks and dependencies.
  • Analyze and improve business processes to support operational efficiency, regulatory compliance, and client objectives.
  • Verify business requirements have been met by supporting testing activities, validating outcomes, and obtaining appropriate stakeholder approvals.
  • Provide guidance, mentoring, workload coordination, and leadership to staff supporting CLTS initiatives.
  • Contribute to process improvements, operational standards, training materials, knowledge management, onboarding activities, and continuous improvement efforts.
  • Utilize analytical tools, reporting solutions, and data analysis techniques to support business decisions and evaluate solution impacts.


What we're looking for

  • 8+ years of experience as a Business Analyst, Business Lead, Functional Lead, Product Owner, or similar role supporting complex technology initiatives.
  • 5+ years of experience in Medicaid, healthcare, government programs, or other highly regulated environments.
  • Proven experience managing work throughout the full project lifecycle, including requirements gathering, enhancements, maintenance, defect resolution, testing, implementation, configuration, change management, and production support.
  • Experience creating, reviewing, and validating business requirements, business process documentation, test scenarios, solution deliverables, and project communications while maintaining accurate stakeholder awareness.
  • Strong analytical and problem-solving skills, including experience using Excel, SQL, reporting tools, and data analysis techniques to support decision-making and identify process improvement opportunities.

  • Demonstrated ability to independently manage multiple competing priorities while maintaining awareness of work status, risks, dependencies, deliverables, and stakeholder expectations.
  • Proven ability to proactively drive work forward, remove blockers, follow through on commitments, and maintain accountability for deliverables with minimal management oversight.
  • Experience facilitating meetings and coordinating activities across business stakeholders, technical teams, project leadership, clients, and vendors.
  • Exceptional written and verbal communication skills, including the ability to develop professional communications, presentations, and executive-ready documentation.
  • Demonstrated leadership skills, sound judgment, and the ability to work independently, mentor others, and drive initiatives to successful completion.


What you should expect in this role

  • Utilize your leadership skills to coordinate priorities, resolve issues, and drive successful outcomes across business and technical teams.
  • Work closely with Wisconsin DHS, business SMEs, developers, testers, project managers, and operational leaders.
  • Balance operational support, maintenance activities, enhancements, and project initiatives within a fast-paced Medicaid environment.
  • Contribute to process improvement efforts, operational standards, knowledge management, onboarding activities, and continuous improvement initiatives.
  • Success in this role requires strong organization, ownership, follow-through, and the ability to independently manage a portfolio of active work while balancing competing priorities.


  • Remote options available from 48 contiguous U.S. states only.
  • Video cameras must be used during all interviews as well as all internal and external meetings once hired.
  • Core working hours are 7:30 AM - 4:30 PM Central Time.

The pay range for this position is $69,400.00 - $99,200.00 per year, however, the base pay offered may vary depending on geographic region, internal equity, job-related knowledge, skills, and experience among other factors.
